Job Overview:
The Programme Assistant (District Community Facilitator) will be stationed at the WFP Oudomxay Field Office in Xay District, Oudomxay Province. This role is crucial for ensuring the effective implementation of WFP's programs at the district level. The Programme Assistant will work under the direct supervision of the Programme Associate and the overall supervision of the Head of the Field Office. The primary functions of this position include verifying food and non-food item distributions, supporting planning for program implementation activities, and collaborating with government counterparts and internal teams to ensure successful project execution. The Programme Assistant will also be responsible for collecting and analyzing program data, preparing reports, and suggesting improvements to monitoring processes. This role requires strong communication skills and the ability to engage with community leaders and partners to facilitate effective operations and enhance the visibility of WFP's initiatives in the area.

Duties and Responsibilities:
The duties and responsibilities of the Programme Assistant include: verifying planned movements and distributions of food or non-food items, resolving routine issues, and escalating concerns as necessary; supporting planning for program implementation activities at the district level in collaboration with relevant government counterparts; exchanging information with internal counterparts to support effective collaboration and monitoring of ongoing project activities; collecting and summarizing assistance program data, conducting analysis, and preparing reports for program reviews; liaising with cooperating partners to gather feedback and improve services; suggesting improvements to field monitoring processes; arranging regular meetings with community leaders and partners regarding distribution arrangements and food entitlements; allocating tasks to other staff and providing guidance and training; preparing field mission reports; following standard WFP processes for food and cash assistance; and performing other duties as required.

Required Qualifications:
Candidates must have completed secondary school education, with a post-secondary certificate or degree in related fields such as Agriculture, Education, Community Development, Rural Development, or Environment being desirable. Additionally, candidates should possess excellent word processing and Excel skills, experience working in challenging environments with diverse populations, and the ability to communicate effectively with government partners. Knowledge of database management and data analysis is an asset, as is the ability to speak ethnic group languages.

Educational Background:
The educational background required for this position includes a completion of secondary school education. A post-secondary certificate or degree in relevant functional areas such as Agriculture, Education, Community Development, Rural Development, or Environment is highly desirable and will enhance a candidate's suitability for the role.

Experience:
Candidates should have at least five years of relevant working experience in community development, agriculture support, rural development, or school feeding programs. Experience working with technical teams and contributing to program implementation is preferable, as it demonstrates the candidate's ability to work collaboratively and effectively in a team-oriented environment.

Languages:
Fluency in both oral and written communication in English and Lao is mandatory for this position. The ability to communicate in ethnic group languages is considered an asset, as it can facilitate better engagement with local communities and stakeholders.

This position is a Service Contract (SC) for Lao Nationals only, with a duration of one year and the possibility of extension.
