Job Overview:
The Telecommunication Assistant plays a crucial role in supporting the UNDP Country Office by providing technical support for telecommunications and IT infrastructure. This position is essential for ensuring smooth operations and efficient communication systems within the organization. The incumbent is expected to adopt a client-oriented approach, focusing on delivering high-quality support services to all Participating Agencies. The role involves managing network and infrastructure, troubleshooting telecommunications issues, and ensuring that all communication systems are operational and effective. The Telecommunication Assistant will also contribute to the improvement of telecommunication processes and support digital transformation initiatives, making this position vital for the efficient functioning of the office.

Duties and Responsibilities:
The Telecommunication Assistant will be responsible for a variety of tasks including:
  • Network and Infrastructure Management: Installing, maintaining, and troubleshooting VHF, HF, and Microwave Radios, VSAT stations, and Video Teleconference (VTC) equipment. Maintaining data/voice network infrastructure, including programming and maintaining Cisco routers and switches. Monitoring performance of LAN, MAN, WAN, and high-speed Internet access facilities.
  • Service Desk Operations: Providing timely and efficient operational support, logging problem calls or service requests, diagnosing and resolving hardware, software, or connectivity issues.
  • Wide Area Network Operations: Monitoring transmission performance of network nodes, coordinating with technical support staff during facility failures, and communicating with users regarding service restoration.
  • Local Area Network Operations: Monitoring LAN performance, assisting in ad-hoc support requirements, and maintaining equipment inventory.
  • Audio/Visual Conference Services: Installing and configuring conference hardware/software, assisting in meeting preparations, and providing support and training for new users.
  • Asset and Inventory Management: Overseeing inventory records, monitoring physical inventory of ICT items, and ensuring accurate records of telecommunications assets.
  • Continuous Improvement: Contributing to the improvement of telecommunication processes and performing other duties as necessary for the efficient functioning of the office.

Required Qualifications:
Candidates must possess a minimum of 5 years of relevant experience in telecommunications support, radio systems, call centers, helpdesks, or IT field operations if they have secondary education, or a minimum of 2 years of experience if they hold a bachelor’s degree. A basic understanding of VHF/UHF radio communication concepts, ability to operate and program radios, familiarity with radio programming software, and skills in using basic tools for diagnostics are essential. Candidates should also have basic computer literacy and the ability to maintain records of telecommunications assets.

Educational Background:
A secondary education is required for this position. However, a university degree (bachelor's degree) in Computer Science, Telecommunication Engineering, ICT, IT, Electrical & Electronics, or a related field will be given due consideration. Professional certifications in electronics, telecommunications, or IT are desirable but not mandatory.

Experience:
The position requires a minimum of 5 years of relevant work experience with secondary education or 2 years with a bachelor's degree. Experience in supporting telecommunications systems, particularly in a UN or international organization context, is highly valued. Candidates should demonstrate the ability to thrive in a complex multicultural environment and engage effectively with stakeholders.

Languages:
Fluency in English and Arabic is required for this position. Knowledge of the Kurdish language is considered an asset and may enhance a candidate's suitability for the role.
