Job Overview:
The Mine Action Local Coordinator position is crucial for the effective coordination and field-level implementation of UNDP's Mine Action interventions in Kharkiv, Ukraine. This role serves as the primary interface between UNDP and regional stakeholders, facilitating planning, prioritization, monitoring, and information flow necessary for safe reconstruction and community recovery in areas affected by explosive ordnance. The incumbent will support the operationalization of mine action activities, ensuring that community needs are reflected in planning and that mine action contributes directly to enabling safe humanitarian access and reconstruction. The position requires a proactive approach to engage with local authorities, state institutions, implementing partners, NGOs, INGOs, and UN Agencies, ensuring that all activities align with UNDP's commitments to gender equality, diversity, inclusion, and zero tolerance for discrimination and abuse.

Duties and Responsibilities:
The Mine Action Local Coordinator will be responsible for a variety of duties, including:
  • Stakeholder & Government Liaison: Ensuring effective cooperation between UNDP Mine Action Project and national/regional stakeholders, engaging with military-civil administrations, local authorities, and NGOs.
  • Coordination of Mine Action Activities: Aligning mine action activities with UNDP objectives and IMAS requirements, coordinating with implementing partners and demining operators, and promoting gender balance within operations.
  • Monitoring, Quality Assurance & Reporting: Conducting field visits to monitor activities, collecting feedback, and preparing reports for donor reporting.
  • Operational & Administrative Support: Supporting logistics for missions and maintaining a database of stakeholders.
  • Risk Management and Information Management: Identifying risks and contributing to risk registers, ensuring compliance with IMSMA and IMAS standards.
  • Knowledge and Capacity Building: Organizing training and workshops, documenting best practices, and facilitating knowledge sharing among stakeholders.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in Project Management, Public Administration, Business Administration, Social Sciences, Economics, Jurisprudence, Military Engineering, or related fields. Alternatively, a first-level university degree (bachelor’s degree) in the stated areas, combined with two additional years of qualifying experience, will be considered in lieu of a master’s degree. Candidates should also demonstrate computer literacy with good knowledge of MS Office (Word, PowerPoint, Excel).

Educational Background:
The educational background required for this position includes an advanced university degree (master’s degree or equivalent) in relevant fields such as Project Management, Public Administration, Business Administration, Social Sciences, Economics, Jurisprudence, or Military Engineering. A first-level university degree (bachelor’s degree) in these areas, along with two additional years of relevant experience, may also be acceptable.

Experience:
Candidates should have a minimum of 2 years of relevant work experience at the national or international level in liaison and coordination of mine action field operations, with monitoring and liaison functions. Those with a bachelor’s degree should have at least 4 years of relevant experience. Experience in crises situations and promoting gender balance within mine action operations is considered an asset.

Languages:
Fluency in Ukrainian and English is required for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.

The position is based in Kharkiv, Ukraine, and may require frequent travel to operational areas.
