Job Overview: The Livelihoods and Market Support Officer position is crucial for the implementation of Livelihood, Agriculture, and Market Support programs within the operational area of WFP. The job holder will coordinate and provide technical oversight to ensure effective program delivery that strengthens food systems and promotes resilience among beneficiaries. This role involves working closely with partners and stakeholders to facilitate holistic program activities, ensuring that smallholder farmers and small and medium enterprises can engage effectively in improved agri-food market systems. Duties and Responsibilities:
Program Operations Management: Provide technical guidance and oversight to cooperating partners during the implementation of Livelihoods and AMS interventions. Ensure efficient resource utilization and monitor expenditures against operational plans. Evaluate partner performance and support local food procurement initiatives. Facilitate stakeholder engagement and capacity building for smallholder farmers and enterprises.
Strategic Partnership and Liaison Management: Manage Field Level Agreements with partners, ensuring targets are met. Conduct review meetings to track implementation progress and support beneficiary selection processes. Establish partnerships with local governments and other stakeholders to enhance program sustainability.
Coordination, Collaboration, and Representation: Act as the focal point for operational inquiries and represent WFP in various forums. Support integrated programming with other WFP initiatives and manage partnerships on climate change adaptation.
Resource Mobilization and Programming: Provide technical expertise in proposal development and collaborate with finance teams for budgeting and reporting. Strengthen the capacity of farmer institutions and promote viable agribusinesses.
Promoting Resilience and Self-Reliance: Build capacity for resilience livelihoods interventions and support the development of income-generating activities. Oversee the provision of productive assets and cash grants to beneficiaries, ensuring alignment with WFP's resilience strategy.
Required Qualifications: Candidates must possess a University Degree in Agriculture, Agricultural Economics, Agribusiness, Rural Development, Food Science and Technology, or a related field relevant to International Development. The role requires strong leadership and technical oversight skills in areas such as market development, economic inclusion, food security, and nutrition. Candidates should demonstrate a solid understanding of building resilience and sustainable livelihoods for vulnerable households, with proven expertise in enhancing youth and women's employability and income generation.
Educational Background: A University Degree in a relevant field such as Agriculture, Agricultural Economics, Agribusiness, Rural Development, or Food Science and Technology from a recognized institution is required for this position. This educational background is essential to ensure that the candidate has the necessary knowledge and skills to effectively contribute to the implementation of WFP's Livelihoods and Market Support programs.
Experience: Candidates should have at least four years of work experience in implementing humanitarian and development livelihood programming from a reputable institution. This experience should include a solid track record in designing and implementing multi-faceted food systems and livelihoods programs, demonstrating the ability to provide technical oversight and guidance in relevant areas.
Languages: Fluency in oral and written English is mandatory, including strong analytical writing skills. Proficiency in additional languages may be considered an asset, but English is the primary language required for this position.
Additional Notes: This position is based in Arua, Uganda, and is a full-time role. The successful candidate will report to the Head of Field Office and will work closely with various stakeholders to ensure effective program implementation.
