Job Overview:
The Programme Analyst in Gender Mainstreaming at UN Women is tasked with providing strategic leadership and technical expertise in mainstreaming gender equality across all programming processes. This role is crucial in promoting an enabling environment for gender parity within Sierra Leone. The Analyst will work collaboratively with various stakeholders, including government institutions, civil society organizations, and private sector partners, to enhance gender-responsive strategies, policies, and budgeting processes. The position is integral to aligning global and national commitments, such as the 2030 Agenda for Sustainable Development and the Medium-Term National Development Plan (MTNDP). The Analyst will also focus on fostering inclusive partnerships and ensuring that gender equality and women's empowerment (GEWE) are prioritized in all UN Women initiatives. Reporting to the Head of Office, the Analyst will support strategic programme planning, inter-agency coordination, resource mobilization, and advocacy efforts.

Duties and Responsibilities:
  • Support the Head of Office in strategic planning for the Sierra Leone Country Office by providing substantive inputs on concept notes and strategic notes related to Gender Mainstreaming.
  • Contribute to the development of country programming processes and products, including annual workplans and project documents, and assist in preparing the United Nations Sustainable Development Cooperation Framework (UNSDCF).
  • Provide technical support for inter-agency coordination, including preparing briefing materials and background analysis for the UN Country Team (UNCT) on gender dynamics.
  • Assist in developing strategic partnerships and resource mobilization efforts by managing promotional events and preparing background documents for the Head of Office.
  • Update the Country Office Annual Communication Strategy and coordinate advocacy campaigns related to GEWE.
  • Facilitate knowledge building and sharing by supporting the dissemination of good practices and lessons learned, and contributing to capacity-building exercises as necessary.
  • Perform other duties as required to ensure the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess a Master's degree (or equivalent) in international development, public administration, public policy, or a relevant social science field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification, such as PMP®, PRINCE2®, or MSP®, is considered an added advantage. Candidates should have a strong understanding of gender equity and women's empowerment issues, as well as knowledge of the UN system and inter-agency coordination processes. They must demonstrate good analytical skills and the ability to provide advice and support effectively.

Educational Background:
The educational background required for this position includes a Master's degree in a relevant field such as international development, public administration, or public policy. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A project/programme management certification is a plus.

Experience:
Candidates should have at least 2 years of progressively responsible experience in inter-agency coordination and strategic programme planning processes. Experience in the development, planning, implementation, monitoring, and reporting of programmes is essential. Experience working in gender equality and women's rights at the international level is desirable, as is experience in developing countries within the UN system. Proficiency in using computers and office software packages, as well as experience with web-based management systems, is required.

Languages:
Fluency in English is mandatory for this position. Additional language skills may be advantageous but are not specified as requirements.
