Job Overview:
This consultancy position is situated within UNEP’s Climate Change Division, specifically in the GEF Climate Mitigation Unit, Mitigation Branch, Europe and Central Asia team. The consultant will be responsible for executing the project preparation process for the Mozambique Capacity-Building Initiative for Transparency (CBIT) project. This includes developing the full CEO endorsement request package, which is crucial for the project's approval and implementation. The consultant will work closely with the Task Manager for Africa and the Africa mitigation team, ensuring that all project elements align with national strategies and GEF guidelines. The role requires a comprehensive understanding of climate change projects and the ability to coordinate stakeholder engagement effectively, ensuring that the project meets its objectives and adheres to established timelines.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including leading the preparation of the CEO endorsement document and its attachments, coordinating the development and implementation of the Stakeholder Engagement Plan, and ensuring that all substantive elements of the CEO endorsement document are designed effectively. Responsibilities also include preparing outlines for strategies and methodologies, ensuring alignment with national strategies, and utilizing the latest templates from GEF and UNEP. The consultant will inform UNEP about the status of work, support national consultants in organizing stakeholder workshops, conduct gender analyses, and prepare presentations for internal discussions. Additionally, the consultant will be responsible for preparing final reports and submission packages for both UNEP and GEF, ensuring high-quality deliverables that meet the required standards.

Required Qualifications:
Candidates must possess an advanced university degree in economics, environmental sciences, management, or a related discipline. Alternatively, a first-level degree with an additional two years of qualifying experience may be accepted. A minimum of two years of experience in drafting project proposals related to climate change, environment, or development is required. Experience with GEF or UNEP projects is desirable, as is experience working with multilateral or bilateral funding entities in the relevant fields. Familiarity with projects in Africa is also considered an asset.

Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as economics, environmental sciences, or management. Candidates with a first-level degree may still qualify if they have additional relevant experience. This educational foundation is essential for understanding the complexities of climate change projects and the necessary frameworks for their successful implementation.

Experience:
The position requires a minimum of two years of professional experience in drafting project proposals specifically in the fields of climate change, environment, or development. Candidates with experience working on GEF or UNEP projects will have an advantage, as will those who have engaged with multilateral or bilateral funding entities. Experience in the African context is also beneficial, as it provides insight into the specific challenges and opportunities present in the region.

Languages:
Fluency in English and Portuguese is mandatory for this consultancy role, with both oral and written proficiency required. Additionally, knowledge of French is beneficial, as it is one of the working languages of the United Nations Secretariat. This linguistic capability is crucial for effective communication with stakeholders and for the successful execution of project-related tasks.

This consultancy is expected to be home-based and part-time, with an anticipated duration of 11 months.
