Job Overview: The Assistant Finance Officer plays a crucial role in the financial operations of UNHCR, providing technical support in processing financial transactions and ensuring compliance with UNHCR and UN Financial Regulations and Rules. This position is particularly important in operations lacking a Project Control Officer, as the Assistant Finance Officer will also oversee project execution. The incumbent will supervise general service staff and is accountable for performing their duties in accordance with the regulatory framework of UNHCR, which includes adherence to the UN Charter, Staff Regulations, and relevant policies. The role requires a strong commitment to professionalism, integrity, and respect for diversity, as well as the ability to work effectively in a multicultural environment. The Assistant Finance Officer will contribute to budget assessments, monitor expenditures, analyze financial reports, and maintain relationships with local banks, ensuring timely and accurate financial operations.
Duties and Responsibilities: The Assistant Finance Officer will be responsible for a variety of duties, including but not limited to: assessing budgetary needs for administrative budgets (ABOD), monitoring and controlling ABOD expenditures, analyzing disbursements and receipts, reviewing vouchers, proposing monthly cash requirements, preparing and processing monthly accounts, providing financial status reports, maintaining relationships with local banks, ensuring timely payments, conducting regular checks of petty cash, verifying financial transactions, preparing financial expenditure reports, approving vouchers, and supporting risk management. The incumbent will also be expected to identify and manage risks, escalate issues as necessary, and perform other related duties as required. This role requires a proactive approach to process improvement and system optimization, ensuring compliance with financial policies and procedures.
Required Qualifications: Candidates for the Assistant Finance Officer position must possess a minimum of one year of relevant experience with an undergraduate degree, or no experience with a graduate degree or doctorate. Essential qualifications include excellent computer skills, particularly in MS Office applications, and strong communication skills. Desirable qualifications include working experience in an intergovernmental organization, knowledge of UN financial rules and procedures, and familiarity with accrual accounting standards such as IPSAS or IFRS. Experience with financial modules of major ERP systems like PeopleSoft or Oracle is also beneficial. The ideal candidate should demonstrate strong analytical skills, decision-making abilities, and the capacity to lead and motivate a diverse team.
Educational Background: The educational background required for the Assistant Finance Officer position includes a degree in Accounting, Finance, Public Administration, Business Administration, Economics, or a related field. Candidates with advanced degrees or professional certifications such as Certified Public Accountant (CPA) or Internal Auditor (CIA) will be given preference. Experience: The position requires candidates to have at least one year of relevant experience in finance, particularly in managing large-volume transactional finance operations such as accounts payable or receivable. Experience in a shared service environment or centralized financial services is highly desirable. Candidates should have demonstrated experience with accrual-based accounting standards and their application in an international context. Advanced experience with financial modules of major ERP systems is also essential, along with the ability to adapt quickly to new digital tools and processes.
Languages: For this position, knowledge of English is mandatory, along with proficiency in the UN working language of the duty station if it is not English. For National Professional jobs, knowledge of the local language is also required. Candidates should demonstrate an overall ability of at least B2 level in the required languages, ensuring effective communication within the organization and with external stakeholders.
