Job Overview:
The position of Consultant for Actuarial Study is crucial for supporting the design, planning, and implementation of Universal Health Insurance in Equatorial Guinea. The consultant will conduct a comprehensive actuarial study to quantify the financial needs of the health system over short, medium, and long-term horizons, taking into account demographic, epidemiological, and economic trends. The role involves determining equitable and sustainable contribution levels differentiated by socio-economic groups, identifying potential funding sources, and proposing risk pooling mechanisms that promote intergenerational solidarity. The consultant will also develop a dynamic actuarial model and provide strategic recommendations based on the analysis results, while enhancing national capacities through training sessions and educational tools.

Duties and Responsibilities:
The consultant will be responsible for collecting and analyzing relevant demographic, economic, health, and financial data. They will define the basic actuarial assumptions in consultation with stakeholders and develop financial projections over a period of 10 to 20 years. The consultant will create multiple implementation scenarios (minimal, intermediate, optimal) and present the results to stakeholders, integrating their feedback. Deliverables include a comprehensive actuarial report detailing assumptions, methods, data sources, projections, and analysis limitations; a sensitivity analysis evaluating key parameter variations; operational recommendations based on analysis results; an interactive actuarial model; a capacity-building plan; and various reports documenting the progress and findings throughout the consultancy period.

Required Qualifications:
Candidates must possess a higher university degree (master's level or higher) in health economics, health financing, public finance, or applied health statistics from an accredited institution. A master's degree in public health or health policy, or a degree in medicine, dentistry, pharmacy, or a related health field is desirable. Essential qualifications include being a qualified actuary with at least eight years of progressively responsible professional experience in economic analysis of health financing systems, proven experience in conducting actuarial studies for health insurance funds, pension funds, or social protection systems, and strong skills in financial analysis, budget projection, and scenario modeling. Proficiency in modeling tools such as R, advanced Excel, Python, SAS, or SPSS is required.

Educational Background:
The educational background required for this position includes a master's degree or higher in relevant fields such as health economics, health financing, public finance, or applied health statistics. A master's in public health or health policy, or a degree in a health-related field is considered an asset. Candidates must have their qualifications recognized by the World Higher Education Database (WHED).

Experience:
The position requires a minimum of eight years of professional experience in the field of health financing analysis, with increasing levels of responsibility. Candidates should have a proven track record in conducting actuarial studies for health insurance systems, pension funds, or social protection systems. Experience with WHO or other UN agencies is desirable, along with a good understanding of the African institutional context and health financing principles. Candidates should also have experience in conducting analytical work with practical implications for social protection expansion and health development partnerships.

Languages:
Fluency in Spanish and/or French is essential, with knowledge of English considered an asset. Candidates must demonstrate excellent communication skills in the required languages to effectively engage with stakeholders and present findings.

  • The consultant will be classified as a P3 level consultant with a monthly remuneration of USD 7,000 and a daily subsistence allowance of USD 245, which is halved after the first 30 days. The total estimated budget for the consultancy is approximately USD 37,780, covering consultancy fees, daily allowances, and travel expenses. The position is open to international candidates, and WHO encourages applications from women and nationals of underrepresented member states.
