Job Overview:
The Representative will lead a country office team in the design and implementation of a comprehensive population and development program, focusing on sexual and reproductive health. This role involves strategic planning, resource management, and program oversight to ensure effective delivery of services and advocacy for reproductive rights. The Representative will engage with national counterparts, UN agencies, and other stakeholders to integrate sexual and reproductive health issues into the national development agenda. The position requires a strong commitment to human rights and the ability to navigate complex political environments to promote UNFPA's mission and objectives. The Representative will be accountable for the program's success and its impact on the most vulnerable populations, ensuring that the organization's goals align with the broader development framework.

Duties and Responsibilities:
  • Strategic Direction, Planning, and Management: Lead the positioning of UNFPA on strategic issues in the country, build institutional relationships with government and civil society, promote UNFPA’s role in national development, and establish priorities for the Country Office.
  • Management of Resources: Manage international and national staff, foster a culture of growth and development, attract and retain high-caliber staff, and ensure compliance with security" style="border-bottom: 1px dotted #007bff !important;">security standards.
  • Programme Leadership and Representation: Advise senior management on country-level issues, engage national counterparts through advocacy, represent UNFPA in inter-agency teams, and drive accountability for humanitarian response plans.
  • Programme Oversight and Coordination: Implement results-based management frameworks, enforce financial processes, and ensure compliance with UNFPA policies and procedures.
  • Carry out any other duties as required by the Regional Director.

Required Qualifications:
Candidates must possess an advanced university degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or a related field. Additionally, candidates should demonstrate a commitment to UNFPA's mission and values, including integrity, cultural diversity, and the ability to embrace change. Strong leadership and management skills are essential, along with the ability to engage with diverse stakeholders and drive results in complex environments.

Educational Background:
An advanced university degree in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or other related disciplines is required for this position. This educational background is crucial for understanding the complexities of population and development issues and for effectively leading programs that address these challenges.

Experience:
Candidates should have at least 10 years of progressively responsible professional experience in public administration and international development, with a minimum of 8 years specifically in the fields of population and development, sexual and reproductive health, or humanitarian work at the international level. Experience in advocacy and policy dialogue, as well as a strong understanding of the development and humanitarian agenda, is essential. Field experience, particularly in developing or crisis contexts, is highly valued, as is a proven ability to lead teams and achieve high-quality results.

Languages:
Fluency in English and Spanish is required for this position, as these languages are essential for effective communication and collaboration with stakeholders. Additionally, a working knowledge of Portuguese would be considered an asset, enhancing the candidate's ability to engage with a broader range of partners and communities.
