Job Overview: The consultant will support ongoing health financing reforms and design a robust, inclusive, and sustainable national health financing strategy for Equatorial Guinea. This strategy aims to enhance the performance of the health system, ensure better financial protection for the population, and accelerate progress towards Universal Health Coverage (UHC). The consultant will work under the supervision of the WHO representative in Equatorial Guinea and the team leader of Health Systems Strengthening (HSS). The role involves conducting a comprehensive diagnostic analysis of the current health financing landscape, identifying key sources, flows, mechanisms, and stakeholders involved in health financing. The consultant will also lead a thorough financial analysis, review public budgets, health expenditures, and contributions from households and technical partners. Organizing multisectoral consultations with key stakeholders in the health sector, finance sector, private sector, and development partners is also a critical function of this position. The consultant will propose innovative strategic options based on evidence to enhance resource mobilization, pooling, and effective allocation, aligned with national guidelines and WHO standards. Finally, the consultant will develop and submit a national health financing strategy document, accompanied by an operational action plan and a realistic, measurable monitoring framework validated by stakeholders.
Duties and Responsibilities:
Conduct a comprehensive diagnostic analysis of the current health financing landscape in Equatorial Guinea, identifying key sources, flows, mechanisms, and stakeholders involved.
Perform a thorough financial analysis, including a review of public budgets, health expenditures, and contributions from households and technical partners.
Organize and facilitate multisectoral consultations with key stakeholders from the health sector, finance sector, private sector, and development partners.
Identify key dysfunctions, constraints, and reform opportunities to improve the performance and equity of the health financing system.
Propose innovative strategic options based on evidence to enhance resource mobilization, pooling, and effective allocation of resources, in line with national guidelines and WHO standards.
Develop and submit a national health financing strategy document, along with an operational action plan and a realistic, measurable monitoring framework validated by stakeholders.
Prepare and present a final report compiling all analyses, conclusions, and recommendations, along with a summary presentation of results and next steps validated by stakeholders.
Required Qualifications: Essential: A higher university degree (Master's or Doctorate) in health economics, public finance, social policy, or related disciplines. Desirable: A Master's in Public Health (MPH) or health policy, or health systems strengthening. Essential: At least five (5) years of progressively responsible professional experience in health financing. Proven expertise in developing national or sectoral strategies in health. Familiarity with international and regional frameworks, including the Addis Ababa Declaration, the Lusaka Agenda, and UHC goals. Experience in drafting strategic documents and public policies according to governmental or international organization standards. In-depth knowledge of the institutional, economic, and political context of the country or region. Desirable: Relevant experience with WHO or other UN agencies/international organizations.

Additional Notes: This is a consultant position classified as P3 (Group B) with a monthly salary range of USD 7,000 and a daily subsistence allowance of USD 245, reduced by half after the first 30 days. The estimated total budget for the consultant's direct costs is approximately USD 50,300, covering consultancy fees, daily subsistence allowances, and round-trip airfare. The consultant will work independently and will not be considered an employee of WHO.
