Job Overview:
The ET Consultant - Global Digital Partnership & Alliance Specialist will play a crucial role in driving the World Bank's digital transformation initiatives. This position involves engaging with digital private-sector actors, including cloud and AI providers, technology firms, and innovators, to align their efforts with government and multilateral stakeholders. The consultant will be responsible for developing and executing a Partnership & Alliance Framework that aligns with the World Bank's digital objectives, facilitating collaboration structures that promote both commercial viability and public inclusion. The role also includes evaluating and optimizing global digital partnerships, ensuring that partnership activities align with the Digital Development Pillars, and transitioning from episodic engagements to a strategic alliance portfolio.

Duties and Responsibilities:
The primary responsibilities of the ET Consultant include:
  • Partnership & Alliance Development: Drive the Partnership & Alliance Framework, coordinating engagement with private-sector partners and ensuring alignment with national digital priorities.
  • Program Execution Enablement: Strengthen global digital partnerships through regular evaluations, incubating partnerships, and coordinating onboarding and pilot activities.
  • Program Oversight & Knowledge Management: Serve as a primary resource for Global Digital Partnerships, ensuring alignment with Digital Development Pillars and leading internal alignment across teams.
  • Facilitate partnership activation events to convert intent into actionable program opportunities.
  • Support policy and governance alignment to reflect national priorities and promote vendor neutrality.

Required Qualifications:
Candidates must possess a Master’s degree in public policy, business studies, development studies, or communications, along with a minimum of 5 years of relevant experience. They should have experience coordinating multi-stakeholder collaborations across public and private sectors and a proven track record of progressing digital initiatives from concept to execution. Hands-on experience in introducing digital solutions in real environments and enabling implementation through partnerships is essential. Knowledge of digital development domains, including Digital Public Infrastructure (DPI), cloud and AI solutions, and digital policy and data governance, is required. Strong analytical and communication skills are necessary, along with the ability to synthesize complex topics into concise recommendations.

Educational Background:
A Master’s degree in public policy, business studies, development studies, or communications is required. Equivalent combinations of education and experience may also be considered, provided they meet the necessary qualifications for the role.

Experience:
The position requires at least 5 years of experience in a related field, with a focus on coordinating multi-stakeholder collaborations and supporting digital initiatives. Candidates should have hands-on experience in implementing digital solutions and navigating complex environments, particularly in low- and middle-income countries (LMICs) or emerging markets.

Languages:
The mandatory language for this position is English. Proficiency in additional languages may be considered a plus, although specific preferred languages are not listed.

Additional Notes:
This position is a local recruitment opportunity with a term duration of one year, renewable at the discretion of the World Bank Group. The selected candidate will be offered a one-year appointment, subject to a lifetime maximum ET appointment of three years.
