Job Overview:
The Program Officer II position is a vital role within the Access Teacher Engagement Team at FHI 360, primarily responsible for supporting U.S.-based exchange programs. This position involves collaboration with various teams within the Access Program, ensuring that the exchange initiatives align with the organization's goals of promoting leadership and professional development among youth and educators globally. The Program Officer will engage with stakeholders, manage participant processes, and contribute to the overall success of the exchange programs. The role requires a proactive approach to problem-solving and the ability to adapt to changing circumstances, ensuring that all programmatic and logistical aspects are executed effectively.

Duties and Responsibilities:
The Program Officer II will undertake a wide range of responsibilities, including but not limited to: planning and implementing international exchange programs, maintaining communication with key stakeholders such as U.S. Embassies and partner organizations, managing the nomination and application process for exchange participants, supporting partner recruitment and selection, reviewing program designs to ensure compliance with requirements, and providing feedback to partners. Additionally, the officer will manage participant communications throughout the exchange process, travel to program locations to provide on-site support, monitor program activities, document experiences and lessons learned, develop program materials, and assist with administrative and logistical tasks. The role also involves contributing to new business development efforts and representing FHI 360 at external events.

Required Qualifications:
Candidates must possess a Bachelor’s Degree or its international equivalent in fields such as Education, Communication, Technology, or a related area. A project management certification is preferred. The ideal candidate should have a minimum of four years of relevant experience in a non-governmental organization (NGO), government agency, or private sector, with a preference for those who have experience in exchange programs. Strong interpersonal skills, the ability to communicate effectively with diverse partners, and a demonstrated capacity for strategic thinking and problem-solving are essential. Candidates should also exhibit strong organizational skills and attention to detail, with the ability to manage multiple priorities effectively.

Educational Background:
A Bachelor’s Degree in Education, Communication, Technology, or a related field is required. Candidates with advanced degrees or specialized training in project management or international education may have an advantage. The educational background should reflect a strong foundation in the principles of program development and management, particularly in the context of international exchanges and educational initiatives.

Experience:
The position requires a minimum of four years of relevant experience, ideally within an NGO, government agency, or private organization. Experience specifically related to exchange programs, program development, and management is highly desirable. Candidates should demonstrate a proven track record of successfully managing projects and collaborating with various stakeholders to achieve program objectives.

Languages:
Fluency in English is mandatory, with strong reading, writing, and speaking skills. Additional language proficiency may be considered an asset, particularly in languages relevant to the regions where the exchange programs are implemented, enhancing communication with diverse participants and partners.

Additional Notes:
This position is expected to be funded for one year, with future employment contingent on continued funding. The role requires regular domestic travel, estimated at up to eight weeks per year. The salary range for this position is between USD $64,000 and $76,000 annually, depending on experience and qualifications.
