Job Overview: The Assistant Supply Officer plays a crucial role in supporting the supply chain functions within UNHCR, which encompasses a wide range of activities including planning, sourcing, procurement, transport, shipping, customs clearance, warehousing, and fleet management. This position is vital for ensuring that the office can effectively meet the needs of forcibly displaced and stateless persons by delivering quality goods and services in a timely manner. The incumbent will work under the supervision of a (Senior) Supply Officer and will be responsible for maintaining regular communication with other UN agencies, partners, NGOs, and government entities. The role requires a proactive approach to managing supply chain operations, ensuring compliance with UNHCR policies, and fostering strong relationships with suppliers and partners. The Assistant Supply Officer will also be involved in emergency response efforts, ensuring that the supply chain infrastructure is robust and flexible enough to adapt to changing operational needs.
Duties and Responsibilities: The duties and responsibilities of the Assistant Supply Officer include supporting all activities related to the supply chain function, such as planning and sourcing, managing the procurement process, ensuring timely customs clearance, and maintaining accurate records of supply activities. The incumbent will manage tender processes, prepare plans for the delivery of relief items, and apply UNHCR's sourcing and procurement strategies. Additionally, the Assistant Supply Officer will coordinate with partners and contractors, monitor the quality of commodities and services, and ensure compliance with UNHCR's global policies on supply chain management. The role also involves analyzing supply chain data, providing guidance on procurement policies, and supporting country operations in implementing supply strategies. The Assistant Supply Officer will be responsible for optimizing local supply chain functions, managing risks, and ensuring effective communication within the supply chain.
Required Qualifications: Candidates for the Assistant Supply Officer position must possess a minimum of one year of relevant experience with an undergraduate degree, or no experience with a graduate degree or doctorate. A background in fields such as Business Administration, Engineering, Logistics, Supply Chain Management, or International Commerce is essential. Additionally, candidates should have relevant certifications in supply chain management, such as the Supply Chain Learning Programme or certifications from recognized institutions like the Chartered Institute of Purchasing & Supplies. Familiarity with UN procurement and logistics training is desirable, along with functional skills in supply planning, customs clearance, logistics, warehouse management, and asset management.
Educational Background: The educational background required for this position includes a bachelor's degree in relevant fields such as Business Administration, Engineering, Logistics, or Supply Chain Management. Advanced degrees may be considered in lieu of experience, and candidates with specialized training in humanitarian logistics or public procurement will have an advantage. The role requires a strong understanding of supply chain principles and practices, as well as knowledge of UN and UNHCR regulations relating to procurement.
Experience: The Assistant Supply Officer position requires candidates to have at least one year of relevant experience in supply chain management or a related field. Experience working within the UN system or in humanitarian contexts is highly desirable. Candidates should demonstrate proficiency in procurement processes, logistics management, and supply chain operations, with a proven ability to handle multiple tasks efficiently and effectively under tight deadlines. Experience with ERP systems, particularly UNHCR's MSRP Supply Chain Module, is an advantage.
Languages: For this position, proficiency in English is mandatory, and candidates should also have knowledge of the UN working language of the duty station if it is not English. For national professional jobs, knowledge of the local language is also required. A minimum overall ability of B2 level in the required languages is expected, ensuring effective communication within the multicultural environment of UNHCR.
