Job Overview:
The Risk Management and Financial Compliance Officer will work under the direct supervision of the Chief of Mission (COM) and in close collaboration with the Senior Resources Management Officer and the Deputy Chief of Mission (DCoM) in IOM Colombia. This role is crucial for the development and implementation of risk management and financial compliance systems within the organization. The officer will contribute to strengthening internal controls and ensuring adherence to financial regulations through effective management, accurate reporting, and transparent use of resources. The position requires the officer to develop and improve compliance processes, monitor the use of IOM resources, and ensure conformity with approved strategic/project plans and donor agreements. The officer will also be responsible for preparing for and responding to audits, supporting management in integrating risk management into decision-making, and delivering training sessions on relevant topics.

Duties and Responsibilities:
The duties and responsibilities of the Risk Management and Financial Compliance Officer include: developing and improving compliance processes to maintain an effective internal control environment; working closely with Programme Managers to ensure that Standard Operating Procedures (SOPs) of all projects include relevant compliance-related information; monitoring the use of IOM resources for conformity with strategic/project plans; reviewing transactions and procedures to flag inconsistencies; contributing to strengthening internal controls by reviewing documentation for vendors and implementing partners; coordinating with the Senior Resources Management Officer on financial transaction verification; developing a financial record-keeping system; preparing for and responding to audits; supporting management in risk management integration; updating risk registers; collecting and preparing risk information for dissemination; analyzing financial policies; traveling within the country for compliance activities; and delivering training sessions on anti-fraud standards and risk management.

Required Qualifications:
The position requires a Master’s degree in Business/Public Administration, Finance, Accounting, Audit, Compliance, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. Professional certifications such as Chartered Accountant (CA), Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Risk Management Assurance (CRMA), or Certified Fraud Examiner (CFE) are advantageous. Candidates should have knowledge of Enterprise Risk Management frameworks and Internal Control Frameworks, as well as experience in UN or humanitarian operations, monitoring and evaluation, and working in complex environments.

Educational Background:
Candidates must possess a Master’s degree in Business/Public Administration, Finance, Accounting, Audit, Compliance, or a related field from an accredited academic institution. Alternatively, a University degree in the aforementioned fields is acceptable if accompanied by seven years of relevant professional experience. Professional certifications such as CA, CPA, CIA, CRMA, or CFE are considered an advantage and enhance the candidate's qualifications for the role.

Experience:
The ideal candidate should have substantial knowledge and working experience with Enterprise Risk Management frameworks, such as ISO 31000 and COSO, as well as familiarity with Internal Control Frameworks and systems. Experience in UN or humanitarian field operations and emergencies across various geographical locations is essential. Additionally, experience in monitoring and evaluation or audit processes is advantageous, and candidates should have a proven track record of working in complex environments.

Languages:
Fluency in English and Spanish is required for this position, both oral and written. As IOM's official languages include English, French, and Spanish, all staff members must be fluent in one of these languages. A working knowledge of another official UN language, such as Arabic, Chinese, French, or Russian, is considered an advantage and may enhance the candidate's profile.

Additional Notes:
The position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-3 grade level and is intended for professional recruitment. The selection process is expedited and is open only to internal candidates and former IOM staff members who were separated in the last 12 months due to structural adjustments. Internationally recruited professional staff are required to be mobile, and any offer made is subject to funding confirmation.
