Job Overview:
The Policing Expert position is designed to support the Rule of Law Working Group (RoL-WG) in Cox's Bazar, which is co-led by UNHCR, IOM, and UNDP. The expert will play a crucial role in strengthening protection-sensitive policing systems by collaborating with law enforcement agencies, humanitarian actors, and government stakeholders. The primary functions include developing and implementing standard operating procedures (SOPs), delivering targeted training to law enforcement personnel, and proposing strategic reforms for consideration at the national level in Dhaka. Duties and Responsibilities:
The Policing Expert will be responsible for a comprehensive set of duties, including but not limited to: conducting an assessment of current policing practices and identifying gaps; drafting and finalizing SOPs for protection-sensitive policing; developing a training curriculum and delivering training sessions to law enforcement personnel; preparing a policy brief outlining proposed reforms for national stakeholders; and submitting monthly progress reports along with a final end-of-assignment report. The expert will also be expected to engage with various stakeholders to validate SOPs and gather feedback on training sessions, ensuring that all deliverables meet technical standards and are submitted on time.

Required Qualifications:
Candidates must possess an advanced degree in law, criminal justice, public administration, or a related field. Additionally, a minimum of 7 years of experience in policing, law enforcement reform, or rule of law programming is required.
