Job Overview:
The ICLA Database Officer plays a crucial role in the Information, Counselling and Legal Assistance (ICLA) programme in Ukraine, which aims to deliver legal aid to internally displaced and conflict-affected persons. This position involves managing the ICLA database, ensuring data integrity, and producing reports that inform both internal and external stakeholders. The officer will also support the transition to the NRC Kobli legal case management module, working closely with the Digital Transformation team and area offices. The role requires a strong understanding of data management principles and the ability to analyze and report on data effectively, ensuring compliance with NRC's monitoring and evaluation and data protection requirements.

Duties and Responsibilities:
The ICLA Database Officer will be responsible for a variety of tasks, including:
  • Managing the ICLA database and supervising data entry and cleaning processes to ensure data accuracy and reliability.
  • Providing technical guidance and capacity building to ICLA teams and partners to enhance their data management skills.
  • Preparing internal and external data reports, including global output reporting and donor reports, to communicate the impact of ICLA activities.
  • Supporting data collection and processing exercises, collaborating with ICLA project managers to integrate data from implementing partners.
  • Contributing to monitoring and evaluation activities by providing relevant data for outcome assessments.
  • Ensuring database maintenance, including backups and archiving, to protect data integrity.
  • Promoting data quality control and sharing ideas for technical improvements in database management.
  • Collaborating with ICLA and Monitoring, Evaluation, and Learning (MEL) teams at both area and country office levels.
  • Performing additional data management tasks as requested by the line manager.

Required Qualifications:
The ideal candidate for the ICLA Database Officer position should possess the following qualifications:
  • A university degree in information technology, computer science, statistics, social sciences, or a related field.
  • A minimum of 2 years of relevant experience in a similar position, demonstrating a strong background in data management and reporting.
  • Documented results related to the responsibilities of the position, showcasing the ability to deliver effective data solutions.
  • An interest in humanitarian work, particularly in the context of IDPs and legal aid programmes.
  • Previous experience in complex and volatile contexts, highlighting adaptability and resilience in challenging environments.

Educational Background:
Candidates must have a university degree in a relevant field such as information technology, computer science, statistics, social sciences, or any other related area of study. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to manage data effectively within the ICLA programme.

Experience:
The position requires a minimum of 2 years of relevant experience in a similar role, particularly in data management and reporting. Candidates should have a proven track record of working in complex and volatile contexts, which is crucial for understanding the challenges faced by internally displaced persons and conflict-affected populations. Experience with digital data collection tools, such as KOBO Toolbox, and familiarity with data management systems, including CRM software, is highly desirable.

Languages:
Fluency in written and spoken Ukrainian and Russian is mandatory for this position, as effective communication with local stakeholders and beneficiaries is essential. Proficiency in English is considered an asset, as it may be necessary for reporting and collaboration with international teams.
