Job Overview: The Non-Technical Survey (NTS) Team Leader position is crucial for the successful implementation of DRC's humanitarian mine action program, which was launched in June 202
This role involves leading a team in conducting Non-Technical Surveys and providing Explosive Ordnance Risk Education (EORE) in the Tigray region of Ethiopia. The NTS Team Leader will be responsible for planning and executing NTS activities, ensuring compliance with national mine action standards and DRC's operational procedures. The position requires close collaboration with various stakeholders, including community representatives and local authorities, to assess the impact of explosive ordnance on affected populations. The NTS Team Leader will also facilitate training for team members, oversee data collection and reporting, and develop work plans to effectively monitor and deliver NTS activities in the community. This role is vital in ensuring the safety and well-being of individuals in explosive ordnance-affected areas, particularly focusing on the needs of women, girls, boys, and men.
Duties and Responsibilities: The NTS Team Leader will have a comprehensive set of responsibilities, including:
Project Implementation: Lead the planning and delivery of NTS activities in coordination with the NTS/EORE Project Manager, ensuring adherence to National Mine Action Standards and DRC's Standard Operating Procedures.
Training: Support the induction and training of new NTS team members to ensure they are equipped with the necessary skills and knowledge.
Data Collection: Collect and analyze existing data prior to conducting NTS tasks, and gather geographic, socio-economic, and impact information on communities affected by explosive ordnance.
Surveys: Implement pre and post-intervention surveys to measure the impact of DRC’s mine action activities on targeted communities.
Community Engagement: Act as the main focal point for community representatives in planning and monitoring NTS and EORE activities, establishing a wide information network with authorities, NGOs, and other stakeholders.
Quality Assurance: Ensure the quality of NTS and EORE activities using DRC’s quality assurance tools.
Coordination: Coordinate with area-level support services for procurement of goods and services, and ensure field coordination with other EORE providers.
Reporting: Maintain accurate records of daily activities, team outputs, and beneficiaries reached, and regularly update project monitoring databases.
Documentation: Document success stories and lessons learned for donor reports and case studies. 1
Additional Duties: Perform any other duties as directed by the Line Manager.
Required Qualifications: Candidates must possess a minimum of 3 years of relevant working experience, preferably in humanitarian or development contexts. A vocational school education or higher education in a related field is considered an asset. Previous training and experience in Non-Technical Surveys and Explosive Ordnance Risk Education are essential. Knowledge of International and National Mine Action Standards is required, along with experience in conducting surveys, data collection, and analysis. Candidates should demonstrate sound knowledge of topography, map drawing, and basic handling of GPS and digital cameras. Effective communication skills in both Tigrinya and English, along with excellent planning and organizational abilities, are crucial for this role. A good understanding of local communities and dynamics, as well as a willingness to work in remote and volatile areas, is also necessary. A valid driving license is required.
Educational Background: A Bachelor’s Degree in a related field is required for this position. Additional certifications or licenses relevant to mine action or humanitarian work will be advantageous.
Experience: The ideal candidate should have at least 3 years of relevant experience in humanitarian work, particularly in roles related to Non-Technical Surveys or Explosive Ordnance Risk Education. Experience in conducting surveys, data collection, and analysis is essential, as well as familiarity with International and National Mine Action Standards. Candidates should also have a proven track record of working effectively in team settings and engaging with local communities.
Languages: Fluency in Tigrinya is mandatory, with good knowledge of English (both verbal and written) being essential for effective communication within the team and with stakeholders.

The contract is classified under Band G – Management, and the designated duty station is Shire, with frequent travel to field locations.
