Job Overview: The Programme Assistant (District Community Facilitator) position is designed to support the implementation of WFP's programs at the district level, specifically in Lakhonpheng, Salavan Province. The role involves working closely with government counterparts and internal teams to ensure effective collaboration and monitoring of ongoing project activities. The Programme Assistant will be responsible for verifying the distribution of food and non-food items, resolving routine issues, and ensuring that operations align with WFP standards. This position requires a proactive approach to planning and executing program activities, as well as the ability to collect and analyze data to support program reviews and decision-making. The Programme Assistant will also facilitate communication between community leaders and cooperating partners, ensuring that all stakeholders are informed and engaged in the program's implementation. Duties and Responsibilities: The duties and responsibilities of the Programme Assistant include, but are not limited to: verifying planned movements and distributions of food or non-food items; supporting planning for program implementation activities at the district level; collaborating with internal counterparts to ensure effective program monitoring; collecting and summarizing program data; conducting analysis and preparing reports; liaising with cooperating partners to gather feedback; suggesting improvements to monitoring processes; arranging regular meetings with community leaders; allocating tasks to other staff and providing guidance; conducting standard training for cooperating partners; preparing field mission reports; following emergency response processes; and performing other duties as required. This role requires a strong commitment to teamwork, effective communication, and the ability to adapt to changing circumstances in the field.
Required Qualifications: The required qualifications for the Programme Assistant position include completion of secondary school education, with a post-secondary certificate or degree in related functional areas such as Agriculture, Education, Community Development, Rural Development, or Environment being desirable. Candidates must demonstrate fluency in both oral and written communication in English and Lao. Additionally, candidates should possess excellent word processing and Excel skills, and experience working in challenging environments with diverse populations is preferred. Knowledge of database management and data analysis is an asset, as is the ability to communicate effectively with government partners and stakeholders.
Educational Background: Candidates for the Programme Assistant position are expected to have completed secondary school education. A post-secondary certificate or degree in relevant fields such as Agriculture, Education, Community Development, Rural Development, or Environment is highly desirable. This educational background will provide the necessary foundation for understanding the complexities of community development and program implementation in the context of WFP's mission.
Experience: The position requires at least five (5) years of relevant working experience in sectors such as community development, agriculture support, rural development, or school feeding programs. Experience working with technical teams and contributing to program implementation is essential. Additional Notes: This position is a Service Contract specifically for Lao Nationals only, with a duration of one year and the possibility of extension. The duty station is located in Lakhonpheng, Salavan Province. The role is full-time and involves regular travel to project areas, requiring candidates to have a valid driving license.
