Job Overview: The National Consultant for Assessment of Nagarik App is tasked with ensuring comprehensive documentation of the Nagarik App, which is a digital platform aimed at improving public service delivery in Nepal. The consultant will cover both technical and non-technical aspects of the app, which will be crucial for future enhancements and the integration of new services based on the Digital Public Infrastructure (DPI) approach. This role is pivotal in ensuring that the app meets the needs of its users and aligns with the broader goals of digital transformation in Nepal. The assignment is expected to span 25 days, spread over December 2025 and January 2026, during which the consultant will engage with various stakeholders to gather insights and feedback on the app's functionality and user experience.
Duties and Responsibilities: The consultant will be responsible for the following duties:
Conduct a thorough assessment of the Nagarik App, including its current functionalities, user interface, and overall performance.
Engage with users and stakeholders to gather feedback on their experiences and suggestions for improvement.
Document both technical specifications and user experiences to create a comprehensive report that outlines the app's strengths and areas for enhancement.
Collaborate with technical teams to understand the app's architecture and identify potential areas for integration of new services.
Provide recommendations for future improvements based on the assessment findings, ensuring alignment with the DPI approach.
Prepare and present findings to UNDP and relevant stakeholders, facilitating discussions on the next steps for the app's development.
Required Qualifications: Candidates must possess a strong background in digital technology, public service delivery, or a related field. They should have proven experience in conducting assessments or evaluations of digital platforms, particularly in the context of public services. Familiarity with the Digital Public Infrastructure (DPI) approach is highly desirable. Additionally, candidates should demonstrate strong analytical skills, the ability to synthesize complex information, and excellent communication skills to effectively engage with diverse stakeholders.
Educational Background: A minimum of a bachelor's degree in Information Technology, Public Administration, Development Studies, or a related field is required. A master's degree in a relevant discipline would be an advantage, as it demonstrates a higher level of expertise and understanding of the complexities involved in digital public service delivery.
Experience: The position requires at least 5 years of relevant experience in digital technology assessment, public service delivery, or similar roles. Experience working with government agencies or international organizations on digital transformation projects is preferred. Candidates should also have a track record of successfully managing projects and delivering results within specified timelines.
Languages: Fluency in English is mandatory, as all documentation and communication will be conducted in this language. Proficiency in Nepali is also highly desirable, as it will facilitate better engagement with local stakeholders and users of the Nagarik App.
Additional Notes: This position is classified as an individual contractor role, and the contract duration is for 25 days, spread over two months. The consultant is expected to work flexibly within this timeframe to complete the assessment. The role is based in Nepal, and candidates should be prepared to engage with local stakeholders and possibly conduct field visits as part of the assessment process.
