Job Overview: The Climate Finance and Carbon Market Specialist will play a crucial role in the Planning and Development Department of UNDP Pakistan. This position is designed for an individual contractor who will be responsible for providing expert guidance and support in the areas of climate finance and carbon markets. The specialist will be expected to analyze and develop strategies that align with national and international climate finance frameworks, ensuring that Pakistan can effectively leverage financial resources for climate action. The role will involve collaboration with various stakeholders, including government agencies, private sector actors, and civil society organizations, to enhance the understanding and implementation of climate finance mechanisms. The specialist will also be tasked with identifying opportunities for investment in carbon markets and facilitating the development of projects that can generate carbon credits, thereby contributing to the country's climate goals.
Duties and Responsibilities:
Conduct comprehensive analyses of climate finance trends and carbon market developments relevant to Pakistan.
Develop and propose strategies for enhancing access to climate finance, including identifying potential funding sources and mechanisms.
Collaborate with government and non-government stakeholders to design and implement climate finance projects.
Provide technical assistance in the formulation of policies and regulations that support climate finance and carbon market initiatives.
Facilitate capacity-building workshops and training sessions for stakeholders on climate finance and carbon market mechanisms.
Monitor and evaluate the effectiveness of implemented climate finance projects and provide recommendations for improvement.
Prepare detailed reports and presentations on climate finance and carbon market activities for UNDP and other stakeholders.
Stay updated on global climate finance developments and best practices to inform local strategies.
Required Qualifications:
Proven expertise in climate finance and carbon markets, with a strong understanding of relevant policies and frameworks.
Excellent analytical skills, with the ability to interpret complex data and provide actionable insights.
Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Demonstrated experience in project management and implementation in the context of climate finance.
Familiarity with international climate agreements and their implications for national policies.
Educational Background: A Master's degree in Environmental Science, Economics, Finance, or a related field is required. Additional certifications in climate finance or carbon markets will be considered an asset.
Experience: A minimum of 5 years of professional experience in climate finance, carbon markets, or related fields is required. Experience working with international organizations, government agencies, or NGOs on climate-related projects is highly desirable.
Languages: Fluency in English is mandatory. Proficiency in Urdu or other local languages will be considered an advantage, as it will facilitate communication with local stakeholders.
Additional Notes: The contract duration is 102 days, spanning over a period of 6 months. This position is based in Karachi, Pakistan, and any travel outside the duty station, if required, will be approved in advance and supported by UNDP. The estimated time for UNDP to review outputs and provide feedback is 10 working days.
