Job Overview: The National Consultant will play a crucial role in mapping the financing landscape for development in the Philippines. This position involves conducting a comprehensive analysis of existing literature and data related to financing for development, engaging with key stakeholders, and identifying operational gaps and opportunities for the UN to enhance its support for sustainable development. The consultant will develop actionable strategies for mobilizing financing and present findings to the UN Resident Coordinator's Office (RCO) and UN Country Team (UNCT). The expected duration of this consultancy is three months, during which the consultant will be expected to produce detailed reports and recommendations that align with the Philippine Development Plan and the Bangsamoro Development Plan.
Duties and Responsibilities: The consultant's duties will be divided into two phases. In Phase 1, the consultant will conduct a thorough review of the financing landscape, including public, private, and innovative sources, and analyze current financing flows and gaps related to the SDGs. This phase also includes engaging with stakeholders such as government agencies, development partners, and civil society to gather insights. In Phase 2, the consultant will develop practical guidance for the UNCT, identifying specific entry points for mobilizing financing for sustainable development. The consultant will also prepare and present findings to the UNRCO and UNCT, conduct bi-weekly progress updates, and produce written deliverables as specified. Additionally, the consultant must complete five mandatory UN learning programs within the first month of the assignment.
Required Qualifications: Candidates must possess at least 15 years of relevant professional experience at senior management or technical levels in development finance, public policy, or related fields. Experience in similar roles within other middle-income countries is advantageous. A strong understanding of the Philippine development context, including government structures and financing mechanisms, is essential. Candidates should also have demonstrated ability to write clear, concise technical reports and effectively engage with various stakeholders.
Educational Background: An advanced university degree (Master’s or higher) in Finance, Economics, Public Policy, Development Studies, or a related field is required. Candidates should have practical experience in development finance, public finance, or project finance, with a focus on sectors related to human capital development such as education, health, and employment.
Experience: The position requires extensive experience, specifically at least 15 years in relevant fields, with a strong emphasis on senior management or technical roles. Familiarity with the UN system and previous experience with international organizations involved in financing for development is a significant advantage.
Languages: Fluency in English is mandatory for this position, while knowledge of Filipino (Tagalog) is considered advantageous, enhancing communication with local stakeholders and partners.
Additional Notes: The consultancy is expected to last for three months, with specific deliverables due at various stages, including an inception report and a final report. The UN emphasizes that there are no fees associated with the recruitment process, ensuring transparency and integrity in hiring practices.
