Job Posting Organization:
The United Nations Office on Drugs and Crime (UNODC) is a leading UN entity established to combat illicit drugs, crime, corruption, and terrorism. The organization operates globally, with a significant focus on Southeast Asia and the Pacific through its Regional Office for Southeast Asia and the Pacific (ROSEAP) based in Bangkok. UNODC's mission includes providing technical assistance on rule of law, criminal justice, law enforcement, health, and addressing non-traditional security" style="border-bottom: 1px dotted #007bff !important;">security threats. The organization maintains satellite offices in various countries, including Fiji, to ensure that support is delivered where it is most needed. UNODC is the guardian of the United Nations Convention against Corruption (UNCAC) and plays a crucial role in providing normative guidance and technical assistance to facilitate effective implementation of anti-corruption measures. The organization engages in developing tools, facilitating peer learning, and supporting States parties through the UNCAC Implementation Review Mechanism (IRM). UNODC's Global Anti-Corruption Programme and the ROSEAP Regional Programme focus on specialized technical assistance in preventive measures, asset recovery, and international cooperation, targeting public institutions, the private sector, and civil society through training, policy advice, and workshops. Corruption is a significant barrier to development in the Pacific region, and all 14 Pacific Island countries are States parties to UNCAC, participating in implementation reviews that highlight both progress and challenges in anti-corruption efforts. The Pacific's commitment to anti-corruption is articulated in the Teieniwa Vision, endorsed by Pacific Islands Forum Leaders in February 2021, which aims to translate this vision into actionable strategies aligned with UNCAC recommendations.

Job Overview:
The Anti-Corruption Programme Officer position is a UN Volunteer role that directly contributes to the joint UNODC–Pacific Islands Forum Secretariat (PIFS) project aimed at implementing the Teieniwa Vision: Empowering Pacific Unity in the Fight Against Corruption. This role is pivotal in supporting Forum Members to translate the Teieniwa Vision into concrete actions that align with the United Nations Convention against Corruption (UNCAC), the 2050 Strategy, and the Boe Declaration on Regional Security. The officer will work under the direct supervision of the Head of Office - Regional Anti-Corruption Adviser for the Pacific, and will be responsible for providing comprehensive support for the development, implementation, and monitoring of activities under the Regional Anti-Corruption Programme for the Pacific. This includes planning and organizing conferences, workshops, and training events at both national and regional levels, as well as providing logistical, administrative, and communications support for various project activities. The officer will also play a key role in fostering partnerships and coordination between UNODC and PIFS, contributing to a Pacific-wide communications and advocacy strategy on anti-corruption, and supporting resource mobilization efforts to sustain these initiatives. Additionally, the officer will engage in knowledge development and research, ensuring that gender equality, disability inclusion, and youth engagement are integrated into all project activities. Reporting and representation duties will also be part of the role, including drafting progress reports and representing UNODC at various events.

Duties and Responsibilities:
The Anti-Corruption Programme Officer will have a diverse set of duties and responsibilities, including:
  • Contributing to the development, implementation, and monitoring of activities under the Regional Anti-Corruption Programme for the Pacific.
  • Assisting in the planning, organization, and delivery of conferences, workshops, and training events at both national and regional levels.
  • Providing logistical, administrative, and communications support for meetings, consultations, and other project activities.
  • Drafting concept notes, agendas, briefing materials, and other documentation for targeted capacity-building initiatives based on identified needs.
  • Supporting coordination between UNODC and PIFS in advancing the implementation of the Teieniwa Vision and its Implementation Matrix.
  • Fostering cooperation, peer learning, and partnerships with governments, civil society, youth networks, development partners, and regional organizations.
  • Contributing to a Pacific-wide communications and advocacy strategy on anti-corruption, in cooperation with PIFS.
  • Supporting resource mobilization and engagement with donors to sustain anti-corruption efforts in the region.
  • Assisting in the recruitment, onboarding, and coordination of consultants, experts, and service providers engaged in anti-corruption activities, including drafting Terms of Reference (TORs), reviewing deliverables, and facilitating supervision in consultation with the Regional Anti-Corruption Adviser. 1
  • Contributing to the development of knowledge products, case studies, and good practice resources drawn from Pacific and global experiences. 1
  • Conducting research on international standards, innovative practices, and linkages between anti-corruption, sustainable development, and climate resilience. 1
  • Providing inputs to ensure gender equality, disability inclusion, and youth engagement are mainstreamed across project activities. 1
  • Drafting progress reports, meeting notes, and technical papers for submission to Forum meetings, donors, and project steering committees. 1
  • Representing UNODC at learning events, partner workshops, and consultations as required. 1
  • Contributing to visibility and outreach efforts, including preparation of presentations, newsletters, and social media content. 1
  • Performing other related tasks as required in support of the project’s objectives.

Required Qualifications:

Educational Background:

Advanced degrees or specialized training in anti-corruption, governance, or development studies may be advantageous. A solid understanding of international standards related to anti-corruption and governance is essential, as is familiarity with the United Nations system and its operations.

Experience:
The position requires candidates to have a minimum of 2-3 years of relevant professional experience in areas such as anti-corruption, governance, public policy, or international development. Experience working in the Pacific region or with regional organizations is highly desirable. Candidates should demonstrate a track record of successfully implementing projects, conducting research, and engaging with diverse stakeholders. Experience in organizing events, facilitating training, and developing communication strategies will be beneficial.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the UN and in Fiji. Knowledge of additional languages, particularly indigenous Fijian languages or Hindi, would be considered an asset, as it may enhance communication with local stakeholders and communities.
