The United Nations Office for Drugs and Crime (UNODC) was established in 1997 and is headquartered in Vienna, Austria. It is recognized as a global leader in combating illicit drugs and international crime. UNODC operates through a network of 54 regional offices, covering over 150 countries worldwide. The Regional Office for Western and Central Africa (ROSEN), located in Dakar, Senegal, has been active in the region for more than two decades, currently covering 22 countries and maintaining 13 field offices. The mission of UNODC is to assist Member States in their efforts against illicit drugs, crime, and terrorism, thereby promoting peace and security" style="border-bottom: 1px dotted #007bff !important;">security globally. UNODC's work is guided by its Strategic Framework for Engagement with West Africa (2024–2030), which aims to address the challenges posed by synthetic drugs through comprehensive support that includes legal, technical, and policy aspects at various levels.

Job Overview:
The Associate Programme Officer position is integral to the implementation of the UNODC’s Synthetic Drug Strategy (SDS), which is part of the Laboratory and Scientific Section (LSS) under the Global Scientific and Forensic Programme. This role involves supporting the overall implementation of projects related to synthetic drugs, which are increasingly becoming a significant issue in West and Central Africa. The officer will work closely with the SDS Regional Coordinator and the UNODC Regional Representative to ensure that the needs of beneficiaries are met and that effective responses are developed to counter the rising threats of synthetic drugs. The position requires a proactive approach to project management, including drafting reports, managing communications, and liaising with various stakeholders. The officer will also be involved in research and analysis to support new project proposals and will play a key role in outreach and advocacy efforts.

Duties and Responsibilities:
The duties and responsibilities of the Associate Programme Officer include: supporting the implementation of SDS activities by drafting presentations and managing communications; liaising with national and regional authorities to ensure effective engagement; drafting quarterly reports for donors and assisting in the evaluation of project activities; maintaining monitoring databases and tracking events; conducting research and drafting contextual analyses for new project proposals; organizing meetings with donors and developing fundraising strategies; providing translation services as needed; and assisting with outreach and advocacy activities. The officer is also expected to integrate the UN Volunteers programme mandate into their work and promote voluntary action within the community.

Required Qualifications:
Candidates for the Associate Programme Officer position should possess strong organizational and communication skills, with the ability to manage multiple tasks effectively. They should demonstrate adaptability and flexibility in their approach to work, as well as creativity in problem-solving. A solid understanding of project management principles and experience in working with international organizations or NGOs is highly desirable. The ability to work collaboratively in a multicultural environment and to engage with diverse stakeholders is essential. Candidates should also exhibit professionalism and accountability in their work.

Educational Background:
A relevant educational background is required for this position, typically including a degree in social sciences, international relations, public administration, or a related field. Advanced degrees or specialized training in drug policy, crime prevention, or public health may be advantageous and are often preferred by employers in this sector.

Experience:
The position requires a minimum of two years of relevant professional experience in project management, research, or policy development, preferably within the context of international development or drug-related issues. Experience working with UN agencies or similar organizations is highly valued, as is familiarity with the challenges and dynamics of the West and Central African region regarding drug use and trafficking.

Languages:
Fluency in both English and French is mandatory for this position, as the role involves translation and communication with stakeholders in both languages. Knowledge of additional languages spoken in the region may be considered an asset, enhancing the candidate's ability to engage with a broader range of partners and communities.
