Job Overview:
The position of International Individual Consultant - Communications Expert is crucial for the UNDP as it seeks to enhance its corporate communications strategy. The consultant will be responsible for developing and implementing communication plans that align with UNDP's mission and objectives. This role requires a deep understanding of communication strategies, media relations, and stakeholder engagement. The consultant will work closely with UNDP staff to ensure that communication efforts effectively convey the organization's goals and achievements. The assignment is expected to be completed within six months from the contract issuance, and the consultant will need to demonstrate a high level of professionalism and expertise in communications.

Duties and Responsibilities:
The duties and responsibilities of the Communications Expert include but are not limited to:
  • Developing comprehensive communication strategies that support UNDP's objectives and enhance its visibility.
  • Creating and managing content for various communication channels, including social media, websites, and publications.
  • Collaborating with internal teams to gather information and insights for effective communication.
  • Engaging with media outlets to promote UNDP initiatives and respond to inquiries.
  • Organizing events and campaigns to raise awareness about UNDP's work and impact.
  • Monitoring and evaluating the effectiveness of communication efforts and making recommendations for improvement.
  • Providing training and support to UNDP staff on communication best practices.
  • Ensuring that all communication materials adhere to UNDP's branding and messaging guidelines.

Required Qualifications:
Candidates must possess a strong background in communications, public relations, or a related field. A proven track record of developing and implementing successful communication strategies is essential. Additionally, candidates should have excellent writing and editing skills, with the ability to tailor messages for different audiences. Strong interpersonal skills and the ability to work collaboratively with diverse teams are also required. Familiarity with digital communication tools and platforms is a plus, as is experience working in an international development context.

Educational Background:
A bachelor's degree in communications, public relations, international relations, or a related field is required. A master's degree in a relevant discipline is preferred and may be considered an asset. Candidates should have a solid understanding of communication theories and practices, as well as experience in strategic communication planning.

Experience:
The ideal candidate should have at least 5 years of professional experience in communications, with a focus on international development or related sectors. Experience working with UN agencies or similar organizations is highly desirable. Candidates should demonstrate a history of successfully managing communication projects and engaging with stakeholders at various levels.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within UNDP. Knowledge of additional languages, particularly Portuguese or Tetum, is considered an asset and may enhance a candidate's profile.

Additional Notes:
This position is classified as an individual contractor role, and the contract duration is expected to be six months. The consultant will work on a full-time basis, and the position is based in Timor-Leste. Compensation will be commensurate with experience and qualifications.
