Job Overview: The Technical Advisor will play a crucial role in the project titled 'Sustainable food systems and integrated land/seascape management in the Marshall Islands'. This project aims to transform food systems and land/seascape management across six atolls in the Marshall Islands, including Majuro, Kwajalein, Arrno, Wotje, Jaluit, and Ailinglaplap. The primary objective is to deliver integrated global environmental benefits and health benefits through improved food system management and strategic planning. The Technical Advisor will be responsible for providing technical expertise and strategic guidance to ensure the successful implementation of the project, which includes capacity building for spatial planning, resource management, and promoting sustainable practices in food production. The role requires collaboration with various stakeholders, including government ministries, local communities, and international partners, to achieve the project's goals and integrate best practices into broader strategies for sustainable development in the region.
Duties and Responsibilities: The Technical Advisor will have a comprehensive set of responsibilities, including but not limited to: providing technical expertise and strategic guidance across all project components; ensuring quality control of interventions; supporting the Project Manager in executing annual Work Plans; contributing to the definition and work of the Multi-stakeholder and Inter-ministerial Working Group for Food Systems; establishing Terms of Reference for sub-contractors and consultants; monitoring the work of consultants and sub-contractors; developing technical training packages; advising on synergies with co-financing projects; providing technical leadership in coordinating activities with other programs; leading participatory processes to develop Integrated Ecosystem Services (IES) scheme project designs; supporting the implementation of key activities under the RMI Forest Action Plan; conducting participatory inventories of tree species; and overseeing the management of nurseries and supply systems for tree seeds and planting materials. The Technical Advisor will also support project management oversight, including preparing detailed draft Annual Work Plans and Budgets, guiding PMU staff, ensuring stakeholder participation, and preparing reports for project implementation reviews.
Required Qualifications: Candidates must possess an advanced university degree in natural resource management, environmental sciences, agricultural science, forestry conservation and management, or related fields. Those with a bachelor's degree must have two additional years of relevant professional experience. A minimum of 10 years of relevant experience in managing or coordinating international, regional, or national projects related to the environment in Small Island Developing States (SIDS) or Pacific Islands is required. Additionally, candidates must have a working knowledge of English and demonstrate core competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing.
Educational Background: The position requires an advanced university degree in fields related to natural resource management, environmental sciences, agriculture, forestry conservation, or management. Candidates with a bachelor's degree must have additional professional experience to compensate for the lack of an advanced degree. This educational background is essential to ensure that the Technical Advisor has the necessary theoretical knowledge and practical skills to effectively contribute to the project's objectives and challenges.
Experience: The Technical Advisor must have at least 10 years of relevant experience in managing or coordinating projects related to environmental issues, particularly in the context of SIDS or Pacific Islands. This experience should encompass a range of responsibilities, including project planning, implementation, monitoring, and evaluation, as well as collaboration with various stakeholders, including government agencies, NGOs, and local communities. The candidate should demonstrate a proven track record of successfully leading projects that address complex environmental challenges and promote sustainable practices.
Languages: A working knowledge of English is mandatory for this position, as it is the primary language of communication within the FAO and for project documentation. Proficiency in additional languages relevant to the region or local communities may be considered an asset, enhancing the Technical Advisor's ability to engage with diverse stakeholders and facilitate effective communication.
Additional Notes: This position is expected to be full-time and may involve both long-term and short-term appointments for national consultants as part of the project team. The role will require close collaboration with various partners and stakeholders, including the Government of the Republic of the Marshall Islands and other international organizations.
