Job Overview: The Senior Project Officer (SPO) plays a vital role as a liaison among CRS, Caritas Philippines Foundation, Inc. (CPFI), and ALLRight project stakeholders. This position is essential for ensuring smooth coordination, timely communication, and efficient execution of project activities. The SPO will manage relationships with CPFI staff and senior leadership, oversee HR coordination, facilitate workshops and meetings, and ensure compliance with financial and reporting requirements. The role also involves providing support to the CPFI HR Manager in developing and implementing HR policies and procedures, designing and facilitating HR-related training workshops, and leading quarterly reflections and reporting processes. The SPO is expected to contribute to the long-term institutional growth of CPFI and foster a workplace environment that aligns with Catholic values.
Duties and Responsibilities:
Stakeholder Coordination: Coordinate with CPFI ALLRight staff and executive leadership on project concerns. Maintain communication with CPFI ALLRight Project Coordinator, Human Resource Manager, Human Resource Officer, and Finance Manager for project-related matters. Liaise with CRS Philippines Head of HR and HROD Consultant for technical HR guidance and supervision. Coordinate with CRS MEAL Officer for ALLRight reporting and MEAL requirements. Coordinate with CRS Finance Officer and CPFI Finance Manager to ensure timely submission of financial reports and compliance with requirements. Guide CPFI in developing and tracking detailed implementation plans and budgets.
Communication & Messaging: Use email to formalize communications related to project implementation, finance compliance, and activity coordination. Utilize Telegram, text messages, calls, and group chats to follow up on activities, share updates, and highlight important messages.
Meeting & Event Management: Schedule and organize Quarterly Project Steering Committee meetings and act as secretariat for these meetings. Initiate regular check-in meetings with CPFI and provide guidance to the CPFI team on conducting activities according to the approved Detailed Implementation Plan.
Reporting & Documentation: Co-lead Quarterly Reflection sessions and draft required bi-annual reflection reports. Initiate report creation, including internal reviews.
Monitoring & Support: Attend finance monitoring and exit meetings. Organize monthly check-in calls with HROD Consultant to track progress and address challenges.
Experience: Minimum of 4 years of project management support experience, preferably with an international NGO. Experience in partner capacity strengthening and participatory methods is essential. Knowledge of human resource practices, including performance management, compensation and benefits, recruitment and selection, talent management, and team development is required. Staff supervision experience is a plus. Budgeting and computing skills are necessary, along with documentation skills. Proficiency in MS Office (Excel, Word, PowerPoint) is required.
Educational Background: A Bachelor’s Degree is required for this position, with a preference for candidates holding a degree in Human Resources, Psychology, or Organizational Development. This educational background is essential to understand the complexities of human resource management and organizational development, which are critical for the role.
Experience: Candidates should have a minimum of 4 years of project management support experience, ideally within an international NGO context. This experience should include working with diverse teams and stakeholders, as well as a solid understanding of human resource practices and project management methodologies. Familiarity with partner capacity strengthening and participatory methods is also important for this role.
Languages: Fluency in written and spoken Filipino and English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: The position is full-time and involves occasional travel to Tagaytay. The anticipated duration of the assignment is informed by a term limit based on the type and level of the job and the needs of the agency.
