Job Overview:
The Program Development and Quality Manager plays a crucial role in the coordination and management of key program processes, particularly in proposal development. This position is responsible for ensuring timely reporting to donors, establishing communication tools and strategies, and providing leadership to the Program Development and Quality (PDQ) team. The PDQ Manager is expected to enhance program quality by ensuring coherence, adherence to program standards, and learning from past experiences across the country program. The role involves close collaboration with various stakeholders, including the Head of Programme, Area Managers, and Technical Managers/Coordinators, to transform conceptual designs into competitive proposals that meet donor guidelines. The PDQ Manager will also oversee the proposal development process, ensuring that it incorporates mainstreaming of key themes such as Age, Gender, and Diversity, and lessons learned from previous programming.

Duties and Responsibilities:
The duties and responsibilities of the Program Development and Quality Manager include:
  • Collaborating with the Head of Programme and other managers to develop competitive proposals.
  • Coordinating the proposal development process, including creating writing guides and proposal calendars.
  • Reviewing proposals for consistency with donor requirements and preventing bottlenecks in the development process.
  • Ensuring technical teams provide necessary input into reports and communicate design" style="border-bottom: 1px dotted #007bff !important;">program design requirements.
  • Providing technical assistance and capacity building to implementing partners.
  • Supporting monitoring of project goals and objectives in collaboration with the MEAL Manager.
  • Leading consortia development and management, including assessing partners and facilitating project design.
  • Engaging with stakeholders and representing DRC in external forums.
  • Supporting Area Managers in program expansion and integration, ensuring compliance with DRC requirements. 1
  • Identifying opportunities for innovative program development and quality improvement.

Required Qualifications:
The required qualifications for the Program Development and Quality Manager position include:
  • A Bachelor’s degree in communications, political science, international development, law, or a relevant discipline.
  • A minimum of 5 years of experience in UN/INGO proposal writing, with a proven track record of success under strict deadlines.
  • Recognized leadership experience in program development and quality assurance.
  • Strong ability to work collaboratively with field staff and coordinate technical inputs.
  • Familiarity with key humanitarian donor requirements and experience in a multi-donor environment.
  • Excellent communication skills, both written and oral, particularly in English.
  • Significant experience in program implementation and the ability to prepare coherent and consistent documentation.

Educational Background:
Candidates must possess a Bachelor’s degree in a relevant field such as communications, political science, international development, or law. This educational background is essential for understanding the complexities of program development and quality management in a humanitarian context.

Experience:
Candidates should have a minimum of 5 years of relevant experience in the UN or INGO sector, specifically in proposal writing and program development. This experience should include a demonstrated ability to work under tight deadlines and lead initiatives that enhance program quality and effectiveness.

Languages:
Fluency in written and spoken English is mandatory, with excellent writing skills being a key requirement for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.

Additional Notes:
The position is offered on a six-month contract with the possibility of extension, depending on funding and performance. The salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for International staff. The role is based in Port Sudan, and the successful candidate will report to the Head of Programme.
