Job Overview:
The Consultant for Programme Monitoring will play a crucial role in strengthening programme monitoring systems and practices across the Eastern and Southern Africa Regional Office (ESARO). This position is vital for enhancing the generation and use of reliable monitoring data, which is essential for strategic decision-making and adaptive programming. The consultant will work under the supervision of the Monitoring Manager and will be responsible for delivering key outputs that support Country Offices in improving their monitoring frameworks and practices. The role involves analytical work, direct support to Country Offices, and knowledge management, all aimed at advancing UNICEF's strategic goals and regional priorities.

Duties and Responsibilities:
The consultant's duties will include reviewing the application of Results-Based Management (RBM) in selected Country Office Annual Reports, assessing the state of Programme Monitoring across 23 Country Offices, and identifying gaps in monitoring systems. The consultant will also provide targeted support to Country Offices in developing Monitoring Strategies, Frameworks, and Plans, and will document successful approaches and lessons learned in strengthening Programme Monitoring. Additionally, the consultant will contribute to the implementation of the global Knowledge Management Strategy within the region and support regional KM platforms.

Required Qualifications:
Candidates must possess a Bachelor’s Degree in social sciences, data science, management, development sciences, public health, education, economics, public policy, statistics, research methods, or a related field. A minimum of three years of professional experience in data analysis, monitoring, and/or evaluation is required. Technical knowledge in the development and use of PowerBI dashboards is essential, and familiarity with UNICEF systems and datasets is advantageous. Candidates should demonstrate competencies such as a drive to achieve results, the ability to manage ambiguity, strategic thinking, collaboration, self-awareness, and innovation.

Educational Background:
A Bachelor’s Degree in relevant fields such as social sciences, data science, management, development sciences, public health, education, economics, public policy, statistics, or research methods is required for this position. This educational background is crucial for understanding the complexities of programme monitoring and data analysis.

Experience:
The position requires a minimum of three years of professional experience in data analysis, monitoring, and/or evaluation. This experience should include technical knowledge and skills in developing and utilizing PowerBI dashboards, which are essential for effective data visualization and reporting. Familiarity with UNICEF's systems and datasets is considered an advantage, as it will facilitate the consultant's ability to navigate the organization's monitoring frameworks and practices.

Languages:
Fluency in oral and written English is mandatory for this position. Additionally, proficiency in another language is considered an asset, which could enhance communication and collaboration within diverse teams and with various stakeholders.

Additional Notes:
The consultant will be based in Nairobi, and the inclusive fee should account for reasonable living costs unless they are already residing in Nairobi. Payment will be made against approved deliverables as per UNICEF's DFAM policy. It is important to note that individuals engaged under a consultancy contract are not considered staff members and will not receive benefits typically provided to staff, such as leave entitlements and medical insurance. Consultants are responsible for ensuring their health insurance is valid for the entire contract period and must confirm their fully vaccinated status against COVID-19 with a WHO-endorsed vaccine before commencing the assignment. This requirement does not apply to consultants working remotely who are not expected to interact directly with UNICEF's operations or communities.
