Job Overview: The consultant will play a crucial role in the socio-economic integration project for migrants and refugees in Brazil, specifically in the state of Rio Grande do Sul. This position involves collaborating with local public and private sector representatives to enhance the economic integration of migrants, particularly Venezuelan refugees. The consultant will support the implementation of the Job Placement Modality (VES) of the Federal Government’s Relocation Strategy, ensuring that migrants have access to employment opportunities and public services. The role requires strong coordination skills, as the consultant will be responsible for facilitating communication between various stakeholders, including local governments, private sector actors, and civil society organizations. The consultant will also contribute to the development of public policies aimed at improving the integration of migrants and refugees, providing technical support to local authorities, and enhancing the capacities of municipalities through training and knowledge exchange.
Duties and Responsibilities: The consultant will be responsible for a range of tasks, including:
Coordinating with local public and private sector representatives to promote the economic integration of migrants in Rio Grande do Sul.
Supporting the reception and integration of Venezuelan refugees and migrants through the Job Placement Modality (VES).
Assisting the IOM office in preparing meeting minutes, concept notes, work plans, and relevant reports.
Conducting meetings with stakeholders and participating in periodic Committee meetings.
Facilitating the exchange of information between stakeholders and the IOM office.
Providing technical support for conferences and events organized by local governments and the private sector.
Supporting capacity-building activities with local governments, the private sector, and civil society organizations.
Mapping private sector actors willing to engage in the economic integration of migrants and conducting outreach activities.
Performing any other tasks as assigned by the IOM office.
Required Qualifications: Candidates must possess a Bachelor’s degree in Social Sciences, International Relations, Law, Public Policy, or a related field from a recognized academic institution. Additionally, candidates should have professional or academic experience in migration-related activities, particularly concerning refugees, migrant protection, and asylum. Previous work experience with international or national organizations, especially within the United Nations system, is highly desirable. Candidates should also demonstrate strong organizational and analytical skills, computer literacy, and the ability to work effectively in diverse teams. Excellent written and oral communication skills are essential for this role.
Educational Background: A Bachelor’s degree in a relevant field such as Social Sciences, International Relations, Law, or Public Policy is required. The degree must be from an accredited institution recognized by the UNESCO World Higher Education Database, ensuring that the educational background aligns with the expectations of the IOM.
Experience: Candidates should have relevant professional or academic experience in migration, refugee assistance, or related fields. Experience working with international organizations or the United Nations system is considered an advantage. Additionally, candidates should have a background in promoting rights and social justice, particularly for vulnerable populations such as women and migrants. Strong organizational skills and the ability to work collaboratively in diverse environments are also important.
Languages: Fluency in Portuguese, both oral and written, is mandatory for this position. Knowledge of Spanish is considered an advantage, as it may facilitate communication with Spanish-speaking migrants and stakeholders. Proficiency in other IOM official languages, such as English and French, may also be beneficial. Language proficiency will be evaluated during the selection process, which may include written and oral assessments.

The appointment is contingent upon funding confirmation and the candidate's medical fitness for the role.
