Job Overview: The position of External Consultant on Hague and PCT systems in Japan is designed to enhance the filing of applications under the Hague and PCT systems by Japanese users. The consultant will be responsible for promoting these systems and WIPO's global databases, such as PATENTSCOPE and the Global Design Database, to increase their usage among Japanese users. This role involves direct engagement with users, providing support, and facilitating access to information and resources related to these systems. The consultant will also be expected to represent WIPO at various events, conduct outreach activities, and contribute to the development of promotional materials that effectively communicate the benefits and functionalities of the Hague and PCT systems.
Duties and Responsibilities: The consultant will serve as a focal point for inquiries related to the Hague and PCT systems, responding to users' questions and documenting these interactions. They will be required to speak at seminars, webinars, and conferences, sharing valuable insights about the systems and assisting in organizing these events. Monthly visits to users or potential users will be conducted to gather feedback and provide information, with a target of visiting approximately five users each month. The consultant will draft articles for publication, create and translate promotional materials, and distribute these materials at relevant events. Additionally, they will compile and submit monthly reports detailing user interactions, concerns, and suggestions for improving the systems, as well as tracking trends in application filings.
Required Qualifications: Candidates must possess a university degree and have at least 10 years of experience in a patent law firm, an IP section at a company, or an IP office. A strong understanding of WIPO's business and administrative procedures, as well as the processes for design and patent applications at both national and international levels, is essential. The consultant should demonstrate excellent communication skills, integrity in handling confidential information, and the ability to manage relationships with users effectively. They must also be capable of working independently while adhering to organizational rules and deadlines.
Educational Background: A university degree is required for this position, ideally in a field related to intellectual property, law, or business. Advanced degrees or specialized training in intellectual property law or related areas would be advantageous and may enhance a candidate's suitability for the role.
Experience: The position requires a minimum of 10 years of relevant experience in the field of intellectual property, specifically within a patent law firm, an IP section of a corporation, or an IP office. This experience should include a comprehensive understanding of the Hague and PCT systems, as well as familiarity with WIPO's operations and the broader context of international intellectual property law.
Languages: Fluency in Japanese is mandatory, along with a good command of English. The ability to communicate effectively in both languages is crucial for the role, as the consultant will be required to translate materials and engage with a diverse range of stakeholders.
Additional Notes: The contract duration is set from January 1, 2026, to December 31, 2026, with the possibility of renewal based on performance and organizational needs, up to a maximum of 24 months. The consultant will be compensated on a monthly basis, with a base honorarium determined by qualifications and experience, and a performance bonus of up to 20% based on results. The consultant is expected to work 20 days per month, with travel arrangements being the responsibility of the contractor, who will be reimbursed for expenses in accordance with WIPO policies. The contractor will not have entitlements to vacation or sick leave, except for official WIPO holidays.
