Job Overview: The National Officer position is integral to the Decent Work Technical Support Team at the ILO's Country Office in New Delhi. The incumbent will be responsible for delivering professional communication services that are efficient, effective, and client-oriented. This role involves developing and implementing national and regional communication plans that align with the ILO's strategic priorities. The position requires a proactive approach to communication, ensuring that the Office's advocacy efforts are well-supported and that information is disseminated effectively to various stakeholders. The incumbent will work under the guidance of the Director and Deputy Director, with a focus on maintaining high standards of communication and information management. The role demands a strong understanding of communication principles and the ability to adapt to changing needs and priorities in the field of labor and employment.
Duties and Responsibilities:
Provide professional services for the development and delivery of quality communication products and services across various multimedia platforms.
Draft national communication plans in line with strategic priorities and oversee the work of staff involved in communication management.
Stay informed about world of work themes and propose relevant activities for the Office.
Identify communication needs and provide technical advice on effective communication strategies.
Conduct media reviews and research to identify topics of interest, drafting briefs for the supervisor.
Create and edit communication products such as news releases, brochures, and speeches tailored to specific audiences.
Manage documentation services and ensure the maintenance of websites and databases.
Organize public information events and respond to inquiries about the Office's activities.
Monitor communication effectiveness using metrics and prepare reports for future strategy formulation. 1
Provide guidance on internal communications and represent the work unit in interagency meetings. 1
Perform other relevant duties as assigned.
Required Qualifications: Candidates must possess a strong understanding of communication and information management principles. They should have knowledge of multimedia tools for developing communication products and familiarity with social media platforms. Additionally, candidates should be well-versed in the working practices of national media and possess research methodologies and resources. Proficiency in PC software, including Microsoft Office, is essential. The position requires the ability to interpret and work within applicable rules and regulations, as well as strong drafting and web writing skills. Candidates should demonstrate the ability to maintain effective relationships with stakeholders and manage competing priorities in a multicultural environment.
Educational Background: A university degree (Bachelor’s or equivalent) in Journalism or Mass Communication is required for this position. Candidates without a degree may substitute relevant work experience according to specific equivalency guidelines, such as having completed secondary school combined with significant professional experience in communication or information management.
Experience: A minimum of two years of professional work experience in communication or information management is required. This experience should demonstrate the candidate's ability to effectively manage communication strategies and deliver high-quality information products.
Languages: An excellent command of English is mandatory for this position. Additionally, a working knowledge of Hindi is required, and knowledge of any local Indian languages will be considered an advantage.
Additional Notes: This position is a fixed-term contract based in New Delhi. The entry-level salary for this role is INR 2,352,397.00 annually, which includes deductions for medical and pension.
