Job Overview:
The National Project Coordinator will play a crucial role in the implementation of the ILO's development cooperation project titled 'Promoting safe employment pathways and fair recruitment practices project.' This project is supported by Immigration, Refugees, and Citizenship Canada (IRCC) and aims to enhance regular migration pathways and strengthen national migration policies in India. The coordinator will be responsible for ensuring that the project objectives are met within the specified timeframe and budget, while adhering to ILO's financial and operational procedures. The role requires close collaboration with various stakeholders, including government bodies, to promote fair recruitment practices and ensure compliance with ILO standards. The coordinator will also be tasked with developing policy measures and tools to advance skills recognition and comparability, ultimately contributing to the capacity building of migration and border management authorities in India. This position is pivotal in fostering dialogue and collaboration between Indian and Canadian stakeholders, which may lead to formal agreements such as Memoranda of Understanding.

Duties and Responsibilities:
  • Plan, implement, monitor, and report on the project activities in coordination with the Project Technical Officer and other relevant stakeholders.
  • Develop concept notes, terms of reference, and other necessary documents to facilitate project activities.
  • Conduct research and integrate technical inputs for project-related reports and publications.
  • Organize capacity-building programs and awareness-raising activities in line with ILO standards.
  • Collaborate with tripartite constituents to design and revise project work plans and budget proposals.
  • Review and analyze work plans and reports for clarity and completeness, monitoring project progress.
  • Follow up with implementing partners to expedite project implementation and meet targets.
  • Assist in resource programming and control, preparing budget estimates and expenditure forecasts.
  • Provide briefings and relevant information to ILO specialists and project experts. 1
  • Prepare technical reports and periodic progress reports on project activities. 1
  • Undertake missions to project sites as needed. 1

Required Qualifications:
Candidates must possess a first-level university degree (Bachelor’s or equivalent) in fields such as economics, international relations, social sciences, law, or a relevant area. An advanced degree in migration studies, labour economics, business administration, public policy, or labour law is highly advantageous. Candidates should have a strong understanding of labour migration, skills for overseas mobility, and public administration, as well as familiarity with ILO policies and procedures. Knowledge of the policy-making process related to skills systems and frameworks is also beneficial.

Educational Background:
The position requires a first-level university degree (Bachelor’s or equivalent) in relevant fields such as economics, international relations, social sciences, law, or a related discipline. An advanced degree in migration studies, labour economics, business administration, public policy, or labour law would be considered a strong asset, enhancing the candidate's qualifications for the role.

Experience:
A minimum of two years of professional experience at the national level in project management, implementation, monitoring, and evaluation, particularly in areas related to labour migration, skills, and employment policy, is required. Proven experience working effectively with government bodies and development partners is advantageous. Familiarity with ILO policies and procedures, as well as experience collaborating with officials from ministries of labour, migration, education, and foreign affairs, would be beneficial.

Languages:
Candidates must have excellent knowledge of the working language of the duty station, which is Hindi, and a good command of English. Proficiency in both languages is essential for effective communication and collaboration within the role.

Additional Notes:
The position is a fixed-term contract for 12 months, with the possibility of extension based on various factors such as availability of funds and satisfactory performance. The entry-level salary for this position is INR 2,352,397.00 annually, subject to medical and pension deductions. The ILO emphasizes that technical cooperation appointments do not lead to a career within the organization and do not carry expectations of renewal or conversion to other types of appointments.
