Job Overview: The position of Individual Contractor for the OHRLLS Data Platform is a home-based role expected to last for three months. The contractor will work under the guidance of the Director and the Chief of Economic Affairs, with direct technical supervision from the Statistician. The primary function of this role is to develop a comprehensive data management system that includes a management portal, a public portal, and a mobile application. The contractor will be responsible for defining project requirements, creating wireframes, and setting up automation tools to facilitate data integration and management. The role requires a strong focus on user experience, ensuring that both technical and non-technical users can effectively interact with the system. The contractor will also be involved in launching the platforms, conducting testing, and providing training to users, ensuring that the data governance and maintenance processes are well established.
Duties and Responsibilities: The duties and responsibilities of the Individual Contractor include:
Design & Planning: Define project requirements, create wireframes, and set up automation tools. Document detailed project plans and requirements in plain language, develop interactive wireframes/mockups for the management portal, public portal, and mobile app, and create user stories and use cases.
Management Portal: Develop a functional internal portal for data management and visualization, including a fully functional management portal where staff can input and view indicator data, create interactive dashboards and visualizations, and demonstrate workflows for data management.
Public Portal: Build a public-facing platform with interactive dashboards and real-time data, ensuring the development of a user-friendly public portal with country profiles and data discovery tools.
Mobile App: Prototype a mobile version focusing on core public portal features and offline use, ensuring a responsive design that includes essential data access.
Launch, Integration & Training: Assist in launching the live version of the Public Portal and Mobile App, integrate all components for smooth data flow, conduct end-to-end testing, and provide comprehensive documentation and training sessions for users.
Required Qualifications: The position requires an advanced university degree (Master's degree or equivalent) in computer science, data science, data engineering, or a related field. Alternatively, a first-level university degree combined with two years of relevant work experience may be accepted in lieu of the advanced degree. Additionally, a minimum of 5 years of relevant work experience in developing data management systems for web and mobile devices, particularly in developing online dashboard applications, is required. Proficiency in SQL is also necessary for this role.
Educational Background: Candidates must possess an advanced university degree (Master's degree or equivalent) in a relevant field such as computer science, data science, or data engineering.
