Job Overview: The STRengthening Infectious disease DEtection Systems (STRIDES) Activity is seeking a Project Manager with expertise in procurement and subcontracts to oversee and support the implementation of subcontractor activities across up to 34 countries and 3 regions. This role involves planning, executing, and finalizing procurement and subcontract processes in accordance with strict deadlines, organizational policies, and donor regulations. The Project Manager will coordinate with internal teams and external partners to ensure the acquisition of essential goods and services for the success of the Activity. The position requires a strong focus on quality assurance, cost control, and performance monitoring of subcontractors and vendors throughout the lifecycle of the Activity. The Project Manager will work closely with technical and operational teams to align procurement strategies with Activity objectives and compliance requirements, ensuring that all processes are executed efficiently and effectively.
Duties and Responsibilities: The Project Manager will manage the full life cycle of procurement and subcontract activities, which includes planning, solicitation, negotiation, and award through to closeout. Responsibilities include developing and delivering procurement management plans that align with Activity objectives, providing guidance and monitoring for project partners and vendor performance, and preparing requests for proposals (RFPs) and requests for quotations (RFQs). The Project Manager will support bid evaluations, cost analyses, and supplier selection processes in collaboration with technical and finance teams. Additionally, they will develop best practices, policies, templates, and tools for procurement and subcontract monitoring, draft and finalize subcontract agreements, and conduct pre-award assessments for potential subcontractors. The role also involves identifying and resolving issues with project partners and vendors, evaluating their progress regularly, and ensuring compliance with contractual terms. The Project Manager will build and maintain partnerships and procurement records, manage operational aspects of multiple partners, and oversee projects with a focus on risk minimization and strategic goal achievement.
Required Qualifications: Candidates must possess a comprehensive understanding of project management principles and practices, with a strong background in procurement and subcontract management. The ideal candidate will have excellent negotiation and problem-solving skills, along with the ability to influence and collaborate effectively with diverse stakeholders. Strong oral and written communication skills are essential, as well as the ability to adapt to changing circumstances and resolve complex issues. Familiarity with project management software and technologies is also required, along with a commitment to maintaining high standards of compliance and quality assurance throughout the procurement process.
Educational Background: A Bachelor's Degree or its international equivalent in fields such as Civil Society, Communication and Social Marketing, Economic Development, Education, Environment, Gender, Health, Nutrition, Research, Technology, Youth, or related fields is required. A Project Management (PM) Certification is preferred, indicating a formal understanding of project management methodologies and practices.
Experience: Typically, candidates should have a minimum of 8+ years of relevant experience in project management, with at least 2+ years in a line management role. Prior experience in a non-governmental organization (NGO), government agency, or private organization is essential, with a preference for candidates who have worked in international or domestic program development or project management.
Languages: While English is the mandatory language for this position, proficiency in additional languages relevant to the regions of operation may be considered an asset, enhancing communication with diverse stakeholders and partners.
Additional Notes: This position is based in the United States and may require travel of 10% to 25%. The expected salary range for this role is between USD $90,000 and $110,000 annually, depending on experience and qualifications. FHI 360 offers a competitive benefits package, including a 7% contribution to a pension plan, 18 days of paid vacation, 12 sick days, and 11 holidays per year for full-time staff.
