It plays a crucial role in the United Nations regional architecture, particularly in the context of the Sustainable Development Goals (SDGs), specifically SDG4, which focuses on ensuring inclusive and equitable quality education for all. The office is committed to strengthening the capacities of Member States to provide quality education and lifelong learning opportunities, with a focus on marginalized groups. UNESCO Bangkok also leads initiatives such as the Asia-Pacific Multilingual Education Working Group, which aims to enhance language-inclusive education across the region.

Job Overview:
The Junior Individual Specialist position at UNESCO Bangkok is designed to support the organization's mission of improving educational policies and practices in the Asia-Pacific region. The role involves contributing to various projects aimed at addressing learning gaps, promoting multilingual education, and enhancing teacher professionalization. The specialist will work closely with the Programme Specialist and will be responsible for implementing and monitoring projects, preparing reports, and providing technical guidance. The position requires a proactive approach to support the organization of forums, webinars, and workshops that focus on inclusive and equitable learning. The specialist will also engage in resource mobilization efforts to ensure the sustainability of educational initiatives. This role is critical in advancing UNESCO's agenda for quality education and ensuring that marginalized populations receive the support they need to thrive in educational settings.

Duties and Responsibilities:
The Junior Individual Specialist will have a range of responsibilities, including:
  • Supporting the implementation and monitoring of the 'Addressing Learning Gaps' project, which aims to ensure quality learning for all children in the Asia-Pacific region. This includes reviewing technical tools and preparing project briefings and reports.
  • Assisting in the organization of activities for the Asia-Pacific Multilingual Education Working Group, including meetings and events celebrating International Mother Language Day. The specialist will monitor developments in multilingual education and draft content for the MLE WG website.
  • Providing technical guidance for the implementation of the Southeast Asian Roadmap on Multilingual Education, collaborating with SEAMEO and other partners to support capacity building in Member States.
  • Supporting the organization of a Regional Teacher Education Forum, including developing concept notes, agendas, and participant lists.
  • Coordinating and facilitating capacity development events related to inclusive learning, and supporting resource mobilization efforts.
  • Integrating gender perspectives in all activities and applying gender analysis where feasible. The specialist will report directly to the Programme Specialist and will be expected to deliver various outputs throughout the contract period, including progress reports and meeting minutes.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in education, development studies, social sciences, or related fields. Additionally, a minimum of two years of relevant work experience in international development for education is required, with at least two years of experience in the Asia-Pacific context. Candidates should demonstrate strong conceptual and analytical skills, particularly in areas related to inclusion, multilingual education, and teacher development. Effective planning and organizational skills, along with the ability to manage multiple deadlines, are essential. Candidates must also exhibit excellent coordination and interpersonal skills, with the capacity to work independently and efficiently in a multicultural team environment.

Educational Background:
An advanced university degree (Master's or equivalent) in education, development studies, social sciences, or related areas is required for this position. This educational background is crucial as it provides the necessary theoretical framework and understanding of the complexities involved in educational development, particularly in the context of the Asia-Pacific region.

Experience:
The position requires a minimum of two years of relevant work experience in the field of international development for education. Candidates should have experience working within the Asia-Pacific context, which is essential for understanding the regional challenges and opportunities in education. Previous experience working with international organizations, particularly in roles related to education policy and program implementation, is highly desirable.

Languages:
Excellent proficiency in English, both written and spoken, is mandatory for this position.
