Job Overview: The consultant will be tasked with developing a comprehensive strategy paper that outlines a roadmap for Lebanon to implement blockchain-based interventions aimed at enhancing its international trade prospects. This role is crucial as it addresses the challenges faced in the logistics and supply chain sectors, where blockchain technology can provide solutions through improved transparency, security, and efficiency. The consultant will analyze the current state of trade facilitation in Lebanon, identify key stakeholders, and propose actionable steps to integrate blockchain technology into trade operations. The expected duration of this consultancy is one month, during which the consultant will work remotely to deliver the strategy paper.
Duties and Responsibilities: The consultant's primary responsibilities will include:
Conducting a thorough analysis of Lebanon's current trade facilitation processes and identifying areas where blockchain technology can be integrated.
Engaging with relevant stakeholders, including government agencies, private sector representatives, and trade organizations, to gather insights and build consensus on the proposed blockchain interventions.
Developing a detailed strategy paper that outlines the objectives, implementation steps, and expected outcomes of the blockchain initiatives.
Providing recommendations for regulatory reforms necessary to support the adoption of blockchain technology in trade.
Identifying potential pilot projects and initiatives that can demonstrate the benefits of blockchain in trade facilitation.
Preparing a presentation of the strategy paper for stakeholders to ensure understanding and buy-in for the proposed initiatives.
Required Qualifications: Candidates must possess a Bachelor's degree in economics, business administration, technology, or a related field. Additionally, a minimum of 10 years of experience in designing or applying technology to trade and trade development strategies is required. Previous experience working in Lebanon is highly desirable, as it will provide valuable context and understanding of the local trade environment. Candidates must also submit a copy of their educational qualifications, as incomplete applications will not be considered.
Educational Background: A Bachelor's degree in economics, business administration, technology, or a related field is mandatory for this position. This educational background is essential to ensure that the consultant has the necessary knowledge and skills to analyze trade processes and propose effective blockchain solutions.
Experience: The position requires at least 10 years of relevant experience in the field of trade and technology. This experience should include a proven track record of designing and implementing technology-driven strategies that enhance trade development. Familiarity with the Lebanese trade landscape will be an advantage, as it will enable the consultant to navigate the local context more effectively.
Languages: Fluency in English and Arabic is required for this position, as these are the working languages of the United Nations and ESCWA. Candidates must demonstrate proficiency in all four language skills: speaking, reading, writing, and understanding. Knowledge of French is also beneficial, as it is one of the working languages of the United Nations Secretariat, but not mandatory.
