Job Overview:
The position of Consultant for Institutional Development is crucial in supporting ESCWA's efforts during Syria's transitional phase. The consultant will contribute to institutional development by sharing experiences and lessons learned, assisting with legal reforms, and strengthening the capacity of Syria's parliament. This role involves developing detailed briefs, conducting legislative reviews, and providing targeted technical inputs to enhance parliamentary functions and legislative reform. The consultant will engage in knowledge exchange and ensure that the outputs align with the evolving needs and priorities of Syrian institutions, particularly in the context of rebuilding governance structures and promoting social cohesion in post-conflict Syria.

Duties and Responsibilities:
The consultant will work under the supervision of the Syria Portfolio Coordinator/NAFS Programme manager and will be responsible for preparing concise policy briefs and analytical notes on key parliamentary topics. This includes legislative practices, oversight mechanisms, and representation. The consultant will also engage in sharing best practices, facilitating knowledge exchange, and developing comprehensive briefs on various topics as identified. The role requires a proactive approach to understanding the needs of Syrian institutions and providing tailored support to enhance their functions during this critical transitional phase.

Required Qualifications:
Candidates must possess a Bachelor's degree or equivalent in Law, Political Science, Economics, or a related field. An advanced degree in these fields is highly desirable. All applicants are required to submit a copy of their educational degree, as incomplete applications will not be considered. A minimum of 10 years of experience in parliamentary support, legislative reform, or legal advisory roles is essential. Additionally, candidates should have an in-depth understanding of the Syrian conflict and the structure and functioning of Syria's institutions. Established records of publications or contributions to relevant academic or policy-oriented literature are also desirable.

Educational Background:
The educational background required for this position includes a Bachelor's degree in Law, Political Science, Economics, or a related field. Experience:

Languages:
Fluency in Arabic is mandatory for this position, as it is a working language of ESCWA.
