The United Nations Economic and Social Commission for Western Asia (ESCWA) is a regional commission established in 1973, with the mission to promote economic and social development in the Arab region. ESCWA aims to foster cooperation among member states and provide a platform for dialogue and knowledge sharing. The organization operates in multiple countries across the Arab region, focusing on various issues including sustainable development, social justice, and economic reform. ESCWA has a diverse workforce comprising numerous employees from various backgrounds, contributing to its mission of enhancing the quality of life in the region.
Job Overview:
The position of Consultant for Institutional Development is crucial in supporting ESCWA’s efforts during Syria’s transitional phase. The consultant will contribute to institutional development by sharing experiences and lessons learned, assisting with legal reforms, and strengthening the capacity of Syria’s parliament. This role involves developing detailed briefs, conducting legislative reviews, and providing targeted technical inputs to enhance parliamentary functions. The consultant will engage in workshops and thematic sessions, contributing technical expertise to inform discussions and ensure alignment with the evolving needs of Syrian institutions. The work is expected to last for three months and will be conducted remotely, allowing for flexibility in engagement while addressing critical institutional needs in Syria.
Duties and Responsibilities:
The consultant will be responsible for several key tasks under the supervision of the Syria Portfolio Coordinator/NAFS Programme manager. These tasks include participating in workshops, consultations, and thematic sessions related to parliamentary functions, contributing technical expertise and insights to inform discussions. The consultant will also be expected to develop detailed briefs and conduct legislative reviews that align with the needs and priorities identified by Syrian institutions. Additionally, the consultant will facilitate knowledge exchange and share best practices to enhance the parliamentary functions in Syria, ensuring that the work is responsive to the evolving context of the country’s transitional phase.
Required Qualifications:
Candidates must possess a Bachelor's degree or equivalent in Law, Political Science, Economics, or a related field. An advanced degree in these fields is desirable. All applicants are required to submit a copy of their educational degree, as incomplete applications will not be reviewed. Furthermore, a minimum of 10 years of experience in parliamentary support, legislative reform, or legal advisory roles is required. Candidates should have an in-depth understanding of the Syrian conflict and the structure and functioning of Syria’s institutions. Established records of publications or contributions to relevant academic or policy-oriented literature are also desirable, showcasing the candidate's expertise in the field.
Educational Background:
The educational background required for this position includes a Bachelor's degree in Law, Political Science, Economics, or a related field. An advanced degree in these areas is considered an asset, as it demonstrates a higher level of expertise and understanding of the complexities involved in institutional development and parliamentary functions.
