Job Overview:
The Community Infrastructure Project Coordinator will be responsible for overseeing and coordinating community infrastructure projects aimed at supporting vulnerable populations, including migrants, refugees, and internally displaced persons. This role requires a strong background in architecture or civil engineering, with a focus on social projects and community engagement. The coordinator will work closely with local governmental authorities, national institutions, and non-governmental organizations to ensure that projects are designed and implemented effectively, addressing the needs of the community while adhering to relevant regulations and standards. The position demands a proactive approach to community involvement, ensuring that the voices of vulnerable groups are heard and integrated into project planning and execution.

Duties and Responsibilities:
  • Coordinate with local governmental authorities, national institutions, and NGOs to facilitate the implementation of community infrastructure projects.
  • Engage with vulnerable communities to assess their needs and incorporate their feedback into project designs.
  • Develop project proposals and budgets, ensuring alignment with IOM's strategic objectives and donor requirements.
  • Oversee the execution of projects, ensuring compliance with local construction standards and regulations.
  • Monitor and evaluate project outcomes, providing regular reports to stakeholders.
  • Facilitate participatory design processes, utilizing community methodologies to enhance project relevance and sustainability.
  • Liaise with international organizations and UN agencies to foster collaboration and resource sharing.
  • Ensure that all projects incorporate gender-sensitive design principles and adhere to environmental safeguards.
  • Provide technical guidance and support to project teams and stakeholders throughout the project lifecycle.

Required Qualifications:
  • High school diploma with six years of relevant experience in architecture and/or civil engineering; or a Bachelor's degree in civil engineering, architecture, or related fields with four years of relevant professional experience.
  • Proven experience in coordinating community infrastructure projects, particularly in contexts involving vulnerable populations.
  • Strong understanding of participatory design methodologies and community engagement practices.
  • Familiarity with local construction standards and regulations in Ecuador.
  • Ability to work effectively in multicultural environments and with diverse stakeholders.

Educational Background:
Candidates must possess either a high school diploma with extensive relevant experience or a Bachelor's degree in civil engineering, architecture, or a related field from an accredited institution. Accreditation must be recognized by the UNESCO World Higher Education Database, ensuring that the educational background meets international standards.

Experience:
Candidates should have a minimum of four years of relevant professional experience in community infrastructure projects, particularly those that involve working with vulnerable populations such as migrants and refugees. Experience in participatory design and community engagement is highly desirable, as is prior work with international humanitarian organizations or government institutions in a multicultural setting.

Languages:
Fluency in Spanish is mandatory, both oral and written. Proficiency in English and French is considered an asset, as IOM operates in multiple languages and candidates may be assessed on their language skills during the selection process.
