Job Overview: The Resources Management Officer will play a crucial role in the IOM Bahrain Country Office by managing various resources management functions. This position requires a proactive individual who can work under the direct supervision of the Chief of Mission (CoM) in Manama, Bahrain. The successful candidate will be responsible for overseeing financial, procurement, human resources, and administrative activities within the Resources Management Unit (RMU). The role demands a strong understanding of financial regulations and the ability to maintain accurate financial records using the IOM Enterprise Resource Planning (ERP) System. The officer will also be expected to monitor budgets, assist in payroll processes, and ensure compliance with donor requirements. This position is integral to the smooth operation of the IOM's activities in Bahrain, requiring collaboration with various units at the Regional Office and Headquarters.
Duties and Responsibilities: The duties and responsibilities of the Resources Management Officer include:
Providing overall support to the RMU in financial, procurement, human resources, and administrative activities.
Monitoring and processing financial transactions and payments to staff and suppliers, ensuring timely reconciliation and maintenance of financial records in accordance with IOM regulations.
Reviewing payroll projectization results and ensuring the validity of financial checks.
Managing imprest accounts and ensuring the safe custody of cash.
Contributing to the monthly accounts closure process and preparing necessary financial reports.
Maintaining an organized filing system for RMU documents and vouchers.
Validating Travel Authorizations and expense claims for compliance before processing.
Providing guidance on accounting and financial policies to relevant units. 1
Managing office asset inventory and ensuring compliance with IOM policies. 1
Overseeing procurement activities, including obtaining quotations and issuing Purchase Orders. 1
Liaising with various offices regarding financial and administrative activities. 1

Required Qualifications: Candidates must possess a university degree in Accounting, Commerce, or Business Administration with at least four years of relevant professional experience. Alternatively, a high school diploma with six years of relevant experience is acceptable. Professional certifications such as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) are considered advantageous. Candidates should demonstrate a strong background in financial administration, including management, accounting, and budgeting, as well as experience in human resources, procurement, and logistics.
Educational Background: The educational background required for this position includes a university degree in a relevant field such as Accounting, Commerce, or Business Administration.
