Job Overview: The Education Officer plays a crucial role in the effective implementation of NRC’s Education and Youth Programme in Misrata, Libya. This position is focused on supporting both formal and non-formal education initiatives, providing psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support (PSS), vocational training (TVET), life skills development, mentoring, and fostering community engagement. The officer is responsible for ensuring that all educational activities adhere to NRC’s Safe and Inclusive Programming (SIP) and Safeguarding standards, promoting quality and inclusivity in all interventions. The role involves close collaboration with various stakeholders, including community members, local authorities, and educational institutions, to ensure that the educational needs of both Libyan and non-Libyan children are met effectively. The Education Officer will also oversee the day-to-day implementation of education and PSS activities, ensuring that they align with the overall objectives of the program and contribute to the well-being and development of the youth in the community.
Duties and Responsibilities: The Education Officer's duties include supporting the design, coordination, and implementation of youth activities such as vocational training, life skills sessions, and mentoring programs. The officer will oversee the daily operations of education and PSS activities, ensuring they are delivered effectively and meet the needs of the target population. Key responsibilities include ensuring adherence to NRC policies and guidelines, coordinating activities in line with program strategies and budgets, involving community members in programming, and developing detailed implementation plans. The officer will supervise and mentor field-based staff, facilitators, and volunteers, ensuring their capacity is built and key skills are transferred. Additionally, the officer will be responsible for the timely procurement and distribution of materials, maintaining program data for monitoring and evaluation, preparing progress reports, and promoting inclusion and safeguarding in all interventions. Specific responsibilities also include leading and coordinating TVET and life skills activities, implementing PSS and education activities, developing monthly work plans, conducting field visits for monitoring, and ensuring compliance with NRC’s standards.
Required Qualifications: Candidates must possess a Bachelor's degree in education, social sciences, management, or a related field. A minimum of 2-3 years of experience working with youth, education, and vocational training projects is required, along with previous experience in complex or volatile contexts. Strong documentation, reporting, and analytical skills are essential, as well as fluency in English and Arabic (both written and spoken). Knowledge of NGO operations, humanitarian principles, and donor compliance is necessary, along with experience in community mobilization and participatory training facilitation. Familiarity with child protection, safeguarding, and SIPR principles is also important, as well as solid computer skills, including proficiency in MS Word, Outlook, and Excel. Candidates should be willing to complete relevant training in safeguarding and referral procedures.
Educational Background: The position requires a Bachelor's degree in education, social sciences, management, or a related field. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and understanding of educational principles, social dynamics, and management practices relevant to the role of an Education Officer.
Experience: The ideal candidate should have a minimum of 2-3 years of experience working in youth education and vocational training projects. Experience in complex or volatile contexts is highly valued, as it demonstrates the candidate's ability to navigate challenging environments and effectively support vulnerable populations. Additionally, candidates should have at least 1 year of direct experience working with youth, particularly in educational or psychosocial support activities.
Languages: Fluency in both English and Arabic is mandatory for this position, as effective communication with diverse stakeholders is crucial. Proficiency in French is considered an asset, enhancing the candidate's ability to engage with a broader range of beneficiaries and partners.
Additional Notes: This position is based in Misrata, Libya, and is expected to be a full-time role.
