Job Overview: The Analyst, Procurement Consultancy Services plays a crucial role in the implementation of procurement activities within the EBRD. This position is responsible for developing and executing procurement processes that yield cost-effective and operationally efficient contracts for consultancy services required by various Client Departments. The Analyst will work closely with Banking departments under the guidance of the Procurement Operations and Delivery Department (PODD) management, contributing as a valuable member of project teams that include other specialist functions. The role emphasizes best practice procurement, ensuring that all activities align with the Bank's Corporate Procurement Policy, Directive, and Procedures. The Analyst will also engage in continuous improvement initiatives, maintaining effective relationships with internal stakeholders and participating in project teams to manage specific procurement projects.
Duties and Responsibilities: The Analyst will provide operational support for a range of procurement projects, ensuring compliance with the Bank’s procurement policies. Key responsibilities include acting as the main advisor on competitive procurement exercises, drafting consultancy contracts, preparing call-off notices, and reviewing changes to standard contract terms proposed by consultants. The Analyst will conduct pre-procurement analyses to identify procurement benefits, maintain professional relationships with internal stakeholders, and contribute to contractual negotiations with suppliers. Additionally, the Analyst will run desktop research for supply market analysis, assist in drafting operational guidelines and training materials, and participate in continuous improvement initiatives under the guidance of PODD Management.
Required Qualifications: Candidates must possess a working knowledge of EBRD and/or other Multilateral Development Banks' procurement policies, rules, and procedures. A solid understanding of commercial contracts is essential. The ideal candidate should demonstrate strong organizational, scheduling, planning, and coordination skills, with the ability to manage their workload effectively. Proven numeric ability and a focus on accuracy are critical, along with a results-oriented mindset. Excellent communication skills, both written and verbal, are necessary, as well as strong interpersonal skills to navigate relationships with internal clients and external suppliers. The ability to handle confidential issues with discretion and act with integrity is also required.
Educational Background: A Bachelor’s degree or equivalent experience in a relevant field is required for this position. Candidates should have a strong foundation in procurement, contract management, or a related area, which will enable them to effectively contribute to the procurement processes at the EBRD.
Experience: The position requires candidates to have relevant experience in procurement or contract management, ideally within an international organization or a similar environment. Experience working with procurement policies and procedures, particularly in the context of consultancy services, is highly desirable. Candidates should demonstrate a track record of successfully managing procurement projects and engaging with stakeholders at various levels.
Languages: Fluency in English is mandatory, as it is the working language of the EBRD. Knowledge of additional languages, particularly those relevant to the regions in which the EBRD operates, would be considered an asset and beneficial for the role.
Additional Notes: This position is a regular contract with no direct reports or budgetary responsibilities. The EBRD promotes a flexible working environment, expecting employees to attend the office 50% of their working time.
