Job Overview:
The Regional Technical Head of Programme (RTHoP) plays a crucial role under the guidance of the Regional Director, contributing to the implementation of Humanity & Inclusion's mandate and strategy. This position is pivotal in driving the programmatic development of social missions within the technical scope of the organization. The RTHoP is responsible for ensuring that the quality and impact of projects in the East Africa region are optimized according to the defined priorities in the Technical Strategies. The role involves managing a team of Regional Technical Specialists and a regional Monitoring, Evaluation, Accountability, and Learning (MEAL) team, actively participating in the structuring of the East Africa Division, and prioritizing skill development within the business line. The RTHoP will also engage in strategic planning, program development, and quality assurance of HI's interventions in the region, which include areas such as rehabilitation, mental health support, inclusive education, and humanitarian mine action.

Duties and Responsibilities:
The duties and responsibilities of the RTHoP include:
  • Management: Acting as an exemplary manager by embodying HI's values, translating strategy into operational objectives, organizing team management, and ensuring compliance with institutional policies.
  • Strategy and Technical Leadership: Proposing the development of the programmatic framework, ensuring deployment of cross-cutting approaches, and contributing to annual monitoring and planning of programs.
  • Development of Social Mission: Defining funding strategies, supporting regional directors in developing new value propositions, and producing major project designs.
  • Quality Standards and Expertise: Monitoring technical quality of HI activities, ensuring project teams receive appropriate guidance, and leading improvements in project management processes.
  • External Representation: Representing HI's expertise in relevant networks, supporting advocacy efforts, and contributing to communication messages.
  • Emergency Preparedness: Leading emergency preparedness actions and reorganizing team priorities in response to humanitarian needs.

Required Qualifications:
Candidates must possess at least 5 years of proven experience in operations or technical fields, particularly in team management within an international humanitarian context. Strong leadership skills and the ability to work with multicultural teams are essential. Candidates should demonstrate strategic thinking capabilities and the ability to develop operational and partnership strategies at a regional level. Mastery in managing institutional funding and excellent external representation skills are also required.

Educational Background:
A relevant educational background is essential for this position, typically including a degree in international development, humanitarian studies, social sciences, or a related field. Advanced degrees may be preferred, particularly for roles that require strategic oversight and technical expertise.

Experience:
Candidates should have a minimum of 5 years of experience in operations or technical roles within the humanitarian sector, with a strong emphasis on team management. Experience with Humanity & Inclusion or similar organizations will be considered a significant asset, as will experience in the East Africa region.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with external partners. Fluency in French is considered an asset, enhancing the candidate's ability to engage with a broader range of stakeholders in the region.

Additional Notes:
The position offers a 24-month international contract starting on February 1, 202
  • The contract includes social coverage tailored to the mission context, including unemployment insurance for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at 2986€ gross per month, with additional per diem allowances based on the location (489€ net/month in Ethiopia and 645€ net/month in Uganda). Hardship allowances are also provided, with 250€ net/month in Ethiopia and none in Uganda. Employees are entitled to 25 days of paid leave per year, with rest and recuperation (R&R) days varying by location.
