Job Overview:
The consultancy role is centered on enhancing rehabilitation and community-based reintegration efforts in the BAY (Borno, Adamawa, Yobe) States of Nigeria. The consultant will design and implement capacity-building workshops aimed at personnel from Ministries, Departments, and Agencies (MDAs) and Civil Society Organizations (CSOs). The workshops will focus on addressing mental health and psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support (MHPSS) needs, promoting emotional resilience, and applying gender-sensitive approaches in the reintegration of former Non-State Armed Group (NSAG) associates. The consultant will work closely with the Office of the National security" style="border-bottom: 1px dotted #007bff !important;">Security Adviser (ONSA) and leverage existing networks to strengthen local capacities for sustainable reintegration efforts.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables, including: 1) Developing a tailored training curriculum on MHPSS for reintegration and reconciliation, ensuring it incorporates gender-sensitive and culturally appropriate approaches. 2) Preparing comprehensive workshop materials, including training modules, slides, case studies, and assessment tools. 3) Delivering three workshops in Borno, Adamawa, and Yobe States, utilizing interactive methods such as role plays and group discussions to enhance participant engagement. 4) Conducting pre- and post-training assessments to evaluate knowledge and skills gained by participants. 5) Submitting a detailed training report that captures outcomes, participant feedback, and recommendations for further capacity building. Performance indicators for evaluation will include the quality of materials, effectiveness of training delivery, adherence to timelines, and participant feedback.

Required Qualifications:
Candidates must possess a university degree in Psychology, Psychiatry, Social Work, Mental Health, or a related field, with an advanced degree preferred. A minimum of five years’ experience in MHPSS programming, capacity building, or psychosocial support delivery is required, ideally in conflict-affected or humanitarian settings. Proven experience in gender-sensitive programming and community-based psychosocial support is essential. Familiarity with DDRR processes and reintegration efforts in Northeast Nigeria is a strong advantage. Candidates should also have experience working with government institutions and civil society organizations, along with strong facilitation, communication, and report-writing skills.

Educational Background:
The educational background required for this position includes a university degree in relevant fields such as Psychology, Psychiatry, Social Work, or Mental Health. An advanced degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in mental health and psychosocial support.

Experience:
The position requires a minimum of five years of relevant experience in MHPSS programming, capacity building, or psychosocial support delivery. Experience in conflict-affected or humanitarian settings is particularly valuable, as it demonstrates the ability to navigate the challenges associated with such environments. Familiarity with gender-sensitive programming and community-based approaches is also crucial, as is experience working with government institutions and civil society organizations.

Languages:
Proficiency in English is mandatory for this position, as it is the primary language of communication within IOM. Additionally, knowledge of IOM's official languages, which include French and Spanish, is considered advantageous. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates can effectively communicate in the required languages.

Additional Notes:
The consultancy is expected to last for two months, during which the consultant will be responsible for all deliverables outlined in the Terms of Reference (ToR). The consultant will need to book local flights to the BAY states and cover their own accommodation and daily subsistence costs. It is important to note that any offer made to the candidate is subject to funding confirmation and that the appointment will require certification of medical fitness, verification of residency, and necessary government authorizations. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan for the duration of the consultancy, but consultants are responsible for their own medical insurance for non-occupational incidents. IOM maintains a zero-tolerance policy regarding conduct incompatible with its objectives, including discrimination and harassment, and does not charge any fees during the recruitment process.
