Job Overview:
The consultant will play a pivotal role in facilitating a regional workshop aimed at enhancing Disengagement, Disassociation, Reintegration, and Reconciliation (DDRR) programming in the Lake Chad Basin (LCB). This position requires the consultant to design and deliver a comprehensive workshop that brings together various stakeholders, including government officials, IOM program managers, private sector representatives, and civil society. The workshop will focus on socio-economic assistance in DDRR programming, emphasizing the importance of public-private partnerships (PPPs) in improving rehabilitation and reintegration efforts. The consultant will be responsible for creating an agenda that reflects regional priorities, facilitating discussions, and producing a detailed report summarizing the workshop's outcomes and recommendations.

Duties and Responsibilities:
The consultant will be responsible for several key duties, including:
  • Workshop Design: Develop a detailed agenda and methodology for a 2.5-day regional workshop, ensuring it includes plenary sessions, breakout groups, and strategic planning.
  • Coordination: Work closely with IOM, government counterparts, private sector stakeholders, and other relevant parties to ensure the agenda aligns with regional needs and best practices.
  • Preparation: Prepare background materials, presentations, and facilitation guides to support the workshop's objectives.
  • Facilitation: Lead all workshop sessions, guiding discussions on topics such as PPPs, vocational training, job matching, market linkages, and gender inclusion.
  • Reporting: Create a comprehensive workshop report that summarizes key findings, recommendations, and action points, along with proposing monitoring and follow-up mechanisms for the implementation of outcomes.
  • Engagement: Ensure inclusive participation and effective knowledge exchange among all stakeholders throughout the workshop.

Required Qualifications:
Candidates must possess an advanced university degree in social sciences, development studies, peacebuilding, or a related field. Additionally, a minimum of five years of relevant professional experience in DDRR, socio-economic reintegration, or related areas is required. Proven experience in designing and facilitating multi-stakeholder workshops, particularly in the Lake Chad Basin or similar contexts, is essential. Experience working with government entities, the private sector, and international organizations is also necessary. Strong facilitation, communication, and interpersonal skills are crucial, along with the ability to engage diverse stakeholders and foster collaborative dialogue.

Educational Background:
The position requires an advanced university degree in social sciences, development studies, peacebuilding, or a related field. This educational background is essential to ensure that the consultant has the theoretical knowledge and practical understanding necessary to address the complexities of DDRR programming and socio-economic reintegration in conflict-affected areas.

Experience:
The consultant must have a minimum of five years of relevant professional experience in DDRR, socio-economic reintegration, or related areas. This experience should include a proven track record of designing and facilitating multi-stakeholder workshops, ideally within the context of the Lake Chad Basin or similar environments. Familiarity with the challenges and dynamics of working in conflict-affected regions is highly desirable, as is experience collaborating with government, private sector, and international organizations.

Languages:

IOM will handle all logistical arrangements related to the workshop, including sending invitations and booking local flights and accommodations for international delegations. However, the consultant will be responsible for arranging and covering their own airfare and accommodation in Abuja during the workshop. The consultancy fee is all-inclusive and should cover all other expenses incurred by the consultant. Performance indicators for evaluating results include timely submission of high-quality workshop materials and reports, effective facilitation and participant engagement, positive feedback from participants, and delivery of actionable, context-specific recommendations.
