Job Overview: The Project Coordinator will play a crucial role in the development and implementation of a comprehensive multi-stakeholder project aimed at attracting and selecting French-speaking immigrants to francophone minority communities in Canada, excluding Quebec. This position involves preparing project proposals, implementation plans, results frameworks, risk assessments, and budgets in accordance with IOM guidelines. The coordinator will engage with various stakeholders, including donors, government authorities, and private sector partners, to secure support and establish a governance structure for the project. The role requires overseeing the project's day-to-day activities, providing technical guidance, and ensuring compliance with IOM policies and donor requirements. The Project Coordinator will also be responsible for monitoring project progress, managing stakeholder engagement, and delivering capacity-building activities for various actors involved in the project.
Duties and Responsibilities:
Develop a comprehensive project proposal that includes an implementation plan, results framework, risk assessment, and budget.
Engage with donors, government authorities, and other stakeholders to secure buy-in for the project.
Coordinate the overall implementation of the project, ensuring adherence to IOM policies and donor requirements.
Oversee day-to-day project activities and provide technical guidance to implementing partners.
Monitor project progress and recommend actions to improve effectiveness and mitigate risks.
Manage stakeholder engagement throughout the project cycle, ensuring compliance with project partners and staff.
Plan and deliver capacity-building activities, such as training sessions for staff, partners, and government officials.
Liaise with donor counterparts and other relevant stakeholders to maintain trust and collaboration.
Supervise personnel assigned to the project, including consultants and implementing partners. 1
Draft and coordinate project reports, ensuring quality and timely submission to stakeholders. 1
Manage project visibility by providing regular updates and relevant materials. 1
Identify priority areas for project development and ensure alignment with IOM and donor priorities. 1
Participate in conferences and workshops to present IOM project activities. 1
Perform other duties as assigned.
Required Qualifications:
Master’s degree in International Relations, Immigration Studies, or a related field with two years of relevant professional experience, or a Bachelor’s degree in the same fields with four years of relevant experience.
Understanding of internal and international migration issues in Canada, particularly regarding francophone minority communities outside Quebec.
Experience organizing consultations, workshops, and seminars with stakeholders.
Knowledge of migration-related subject areas dealt with by IOM.
Experience with IRCC-funded projects is an advantage.
Educational Background: Candidates must possess a Master’s degree in International Relations, Immigration Studies, or a related field from an accredited institution. Alternatively, a Bachelor’s degree in the same fields is acceptable if accompanied by four years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database.
Experience: The position requires a minimum of two years of relevant professional experience for candidates with a Master’s degree, or four years for those with a Bachelor’s degree. Candidates should have experience in programme management, monitoring, reporting, and evaluation, as well as project development and capacity-building activities. Familiarity with governmental and diplomatic authorities, as well as national and international institutions, is essential. Experience in economic immigration projects and organizing stakeholder consultations is also required.
Languages: Fluency in both English and French is mandatory, with proficiency evaluated during the selection process. IOM's official languages include English, French, and Spanish, and candidates should demonstrate strong communication skills in both French and English, both orally and in writing.
Additional Notes: The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for 24 months. National Professional Officers must be nationals of the country of employment and perform work at the professional level, adhering to the same recruitment qualifications and performance standards as International Professional staff. Appointment is contingent upon medical fitness certification, residency verification, and necessary government authorizations.
