Job Overview:
The Project Officer position is integral to the successful implementation of the Abeona programme, which focuses on facilitating access to complementary labour pathways for Syrian refugees in Lebanon. The incumbent will work under the overall supervision of the Head of Office in Ottawa and will directly report to the Senior Labour Migration Specialist in Beirut. This role involves extensive collaboration with various stakeholders, including private sector partners, diaspora groups, and governmental authorities. The Project Officer will be responsible for coordinating employer outreach efforts, monitoring project implementation, and ensuring compliance with IOM policies and donor requirements. The position requires a proactive approach to identifying gaps in project execution and suggesting improvements, as well as participating in the development of work plans and project budgets. The role also includes data collection and analysis, updating information management systems, and preparing project reports. The Project Officer will contribute to capacity-building activities and represent IOM at relevant conferences and workshops, ensuring that the organization’s objectives are met effectively.

Duties and Responsibilities:
The duties and responsibilities of the Project Officer include:
  • Supporting employer and diaspora outreach initiatives under the Abeona programme in Canada.
  • Assisting in the coordination and monitoring of operational, administrative, and financial aspects of employer engagement.
  • Keeping supervisors informed about project implementation status and identifying areas for improvement.
  • Participating in the development and adjustment of work plans, project budgets, and evaluation tools.
  • Coordinating the collection, verification, and analysis of data related to project activities.
  • Updating information management systems and social media platforms with project-related content.
  • Preparing and disseminating project reports in accordance with IOM procedures.
  • Liaising with private sector partners, donors, diaspora partners, and government counterparts.
  • Contributing to the planning and delivery of capacity-building activities for various stakeholders. 1
  • Attending conferences, workshops, and interagency meetings to represent IOM. 1
  • Participating in the preparation of project proposals and communication products. 1
  • Providing training and technical guidance to project staff as needed. 1
  • Undertaking duty travel for project implementation and monitoring. 1
  • Performing other related duties as required.

Required Qualifications:
The required qualifications for the Project Officer position include:
  • A Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, Human Resources Management, or related fields from an accredited academic institution, along with two years of relevant professional experience; or a Master’s degree in the aforementioned fields.
  • Proven experience working with private sector partners, including employers and recruitment agencies.
  • Experience in liaising with governmental authorities and international organizations.
  • Familiarity with programs supporting migrants, refugees, and vulnerable groups.
  • Prior experience with international humanitarian organizations is advantageous.
  • Knowledge of Canadian labour laws and experience working with Canadian employers is preferred.

Educational Background:
Candidates must possess a Bachelor’s degree in relevant fields such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or Human Resources Management from an accredited institution. Alternatively, a Master’s degree in these fields is acceptable. Accredited institutions are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received a recognized and quality education.

Experience:
The position requires candidates to have at least two years of relevant professional experience, particularly in roles that involve working with private sector partners, governmental authorities, and international organizations. Experience in programs that support migrants and refugees is essential, as is familiarity with the Canadian labor market and laws. Previous work in multicultural settings and with international humanitarian organizations will be considered an asset, enhancing the candidate's suitability for the role.

Languages:
Fluency in English, both oral and written, is mandatory for this position. A working knowledge of French is also required, as IOM operates in multiple languages, including English, French, and Spanish. Proficiency in these languages will be evaluated during the selection process, which may include written and oral assessments to ensure candidates meet the necessary communication standards.

Additional Notes:
The position is subject to funding confirmation, and any offer made to the candidate will depend on this. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. National Professional Officers must be nationals of the country of their employment, and they are expected to perform at a professional level with the same standards of recruitment qualifications as International Professional staff. Appointment will be contingent upon medical fitness certification and verification of residency and visa requirements.
