Job Overview:
The Financial Monitoring Support Officer will play a crucial role in supporting the financial oversight of global projects managed by IOM Ottawa. This position involves preparing comprehensive financial reports and analyses, reviewing expenditures, and highlighting any variances that may arise. The officer will be responsible for consolidating budget information and providing regular and ad-hoc financial data to assist in decision-making processes within the office. A key aspect of this role includes supporting the invoicing process to donors, ensuring close coordination with the Project Management Unit (PMU) in Manila, and following up on the timely collection of receivables. The officer will also assist in reconciling financial records related to immigration loans and contribute to the development of user guides and standard operating procedures for finance and program staff. The role requires maintaining organized records related to budgets, reports, contracts, and funds, while ensuring compliance with financial policies and procedures. Additionally, the officer will prepare draft responses to audit queries and support the implementation of audit recommendations, contributing to the preparation of annual budget submissions and revisions for IOM Ottawa.

Duties and Responsibilities:
  • Prepare financial reports and analyses for global projects managed by IOM Ottawa.
  • Review expenditures and highlight variances in financial data.
  • Consolidate budget information and provide regular financial data to support decision-making.
  • Support the invoicing process to donors in coordination with PMU Manila.
  • Follow up on the timely collection of receivables.
  • Assist with the reconciliation of financial records in WAVE and MiMOSA related to immigration loans.
  • Contribute to the preparation of user guides and standard operating procedures for finance and program staff.
  • Maintain and organize records and files related to budgets, reports, contracts, and funds.
  • Monitor compliance with financial policies, procedures, rules, and regulations. 1
  • Prepare draft responses to audit queries and support the follow-up of audit recommendations. 1
  • Contribute to the preparation of annual budget submissions and revisions. 1
  • Support the allocation of staff and office common costs to Ottawa’s budgets in PULSE. 1
  • Assist in preparing financial forecasts and sustainability reports. 1
  • Perform other related duties as assigned.

Required Qualifications:
Candidates must possess a high school diploma with a minimum of six years of relevant experience, or a Bachelor’s degree in business administration, accounting, finance, or a related field from an accredited academic institution with at least four years of relevant professional experience. Professional certification, such as a Certified Public Accountant (CPA) or its equivalent, is highly desirable. Candidates should have a strong understanding of financial monitoring and reporting, as well as experience in administrative and financial control procedures. Knowledge of International Public Sector Accounting Standards (IPSAS) and Generally Accepted Accounting Principles (GAAP) is essential, along with familiarity with audit review procedures and accounting systems.

Educational Background:
The educational background required for this position includes a high school diploma or a Bachelor’s degree in business administration, accounting, finance, or a related field from an accredited institution. Accredited universities are those listed in the UNESCO World Higher Education Database. Professional certifications such as CPA or equivalent are considered an asset and enhance the candidate's qualifications.

Experience:
Candidates should have prior work experience with international humanitarian organizations, non-governmental organizations, or government institutions in a multicultural setting. Experience in developing and implementing administrative and financial control procedures is advantageous. The role requires a solid understanding of financial management practices and the ability to work effectively in a team-oriented environment.

Languages:
Fluency in English, both oral and written, is required for this position. IOM's official languages include English, French, and Spanish. Proficiency in additional languages may be beneficial and will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Canada will be eligible for consideration. The appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government, where applicable. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
