Job Overview: The position of Associe(e) administratif(ve) et financier(ère) is primarily to support the PMSU Associate in executing financial services for the program. This role involves ensuring the effective and transparent use of financial resources, contributing to the integrity of financial services, and identifying creative responses to challenges and opportunities within the country program. The associate will work closely with the PMSU Associate and various program and operations units, as well as projects, to prepare required financial reports. The role also includes liaising with headquarters to resolve complex issues related to programs and operations, thereby playing a crucial part in the financial management and operational efficiency of the organization.
Duties and Responsibilities:
Support the implementation of the financial strategy of the office and assist the PMSU Associate in managing integrated budget resources.
Analyze aggregated information and management reports to aid in budget planning and monitoring.
Monitor the financial execution of projects/programs (NIM, DIM, NGOs) and assist in capacity building for national stakeholders.
Identify bottlenecks and implement appropriate measures in compliance with procedures.
Analyze the reliability of quarterly fund advance requests and ensure compliance with UNDP regulations.
Track overall expenditure trends of programs and projects through QUANTUM.
Prepare regular and ad-hoc reports on the program's resource situation.
Conduct periodic monitoring of dashboards and exceptions, identifying solutions in collaboration with the supervisor.
Ensure accurate archiving of documents related to PMSU, including signed project director reports and quarterly inventory lists. 1
Support capacity building in project management according to UNDP guidelines and recommendations. 1
Ensure compliance with the Standard Operating Procedure (SOP) of the country office in collaboration with the Operations and Program Division.
Required Qualifications:
A secondary education diploma is required, or a Bachelor's degree in finance/accounting or a related field is highly regarded.
Fully qualified accountant from an internationally accredited accounting institute or completion of the UNDP finance training and certification program (FTCP) is preferred.
Candidates without professional accounting qualifications but with a degree in accounting/finance must complete the FTCP if recruited.
Candidates with relevant experience but no professional qualifications must pass the UNDP accounting and finance test (AFT) before pre-selection and complete the FTCP if recruited.
A minimum of 6 years of relevant work experience in finance and accounting at increasing levels of responsibility is required for those with a secondary diploma, or 3 years for those with a Bachelor's degree.
Knowledge of IPSAS and/or IFRS standards is required.
Proficiency in using computers and office software (MS Word, Excel, etc.) and in-depth knowledge of spreadsheets and web-based management systems is essential.
Educational Background: Candidates must possess at least a secondary education diploma. A Bachelor's degree in finance, accounting, or a related field is preferred but not mandatory. Professional qualifications in accounting from an accredited institution are highly regarded. Candidates without such qualifications but with relevant experience may be required to complete specific training programs upon recruitment.
Experience: The position requires a minimum of 6 years of relevant work experience in finance and accounting for candidates with a secondary diploma, or 3 years for those with a Bachelor's degree. Experience should reflect increasing levels of responsibility, ideally within national or international contexts. Familiarity with UNDP financial policies and procedures is advantageous, as is experience in an international organization.
Languages: Proficiency in Kirundi and French (both spoken and written) is mandatory. Knowledge of English (written and spoken) is considered an asset, enhancing communication capabilities within the international framework of the organization.
