Job Overview: The Resource Planning Specialist, Tools & Analytics plays a crucial role within the Division for Management Services, specifically in the Strategic Resource Planning Branch (SRPB). This position is responsible for leading the development of reports and analytical products that support resource planning efforts. The incumbent will contribute to the formulation of resource planning policies and budget strategies, ensuring alignment with UNFPA's strategic objectives. The role requires a strong analytical background to optimize the use of both core and non-core funds, and to provide technical guidance and capacity building to various UNFPA offices. The incumbent will also engage in decision-making processes that impact resource allocation and management, making this a high-impact position within the organization.
Duties and Responsibilities:
Budget Planning and Formulation: The incumbent will contribute to the preparation and formulation of the Integrated Budget, ensuring alignment with UNFPA's strategic priorities. This includes analyzing individual office budget submissions and providing input for the Strategic Plan formulation and revisions.
Capacity Building and Advisory Services: The role involves providing substantive support for knowledge sharing and capacity building initiatives, including training and technical guidance for country offices on budgeting and reporting.
Development of Policies and Tools: The incumbent will support business units in utilizing ERP systems and contribute to the development of resource planning tools. This includes creating standard costing methodologies and updating financial policies in response to emerging needs.
Decision-Making Support: The position requires bringing a data-driven perspective to resource planning decisions, preparing materials for senior management, and analyzing program budgets to suggest improvements.
Branch Management and Supervision: The incumbent will assist in developing work plans, monitoring staff performance, and ensuring that established goals are met.
Required Qualifications: Candidates must possess an advanced university degree in social science, statistics, analytics, financial management, IT, engineering, business administration, economics, international relations, or a related field. Additionally, candidates should have at least 5 years of progressively responsible professional experience in analytics, data analysis, budget management, or similar roles at the national or international level. Strong written and verbal communication skills in English are essential, along with experience in analytical work and data visualization. Familiarity with ERP systems and proficiency in office software such as Google Suite or Microsoft Office is required. Experience with Microsoft PowerBI is considered an asset.
Educational Background: An advanced university degree is required, preferably in fields related to social science, analytics, financial management, or international relations. This educational background should provide a strong foundation for understanding complex data and financial systems, as well as the ability to develop and implement effective resource management strategies.
Experience: Candidates should have a minimum of 5 years of relevant experience in analytics, data analysis, budget management, or program management. This experience should ideally include roles that involve significant analytical responsibilities and decision-making related to resource allocation and financial management, either in the public sector, international organizations, or the private sector.
Languages: Fluency in English is mandatory for this position. A working knowledge of other official UN languages is considered an asset, enhancing the candidate's ability to communicate effectively in a diverse international environment.
